Jagan Reddy Sends Legal Notices To 2 Publications Over "False" Articles On Solar Deal

Former Andhra Pradesh Chief Minister Jagan Mohan Reddy on Saturday sent legal notices to two publications demanding an unconditional apology for spreading defamatory, false, and scandalous reports about him in connection with the legal proceedings initiated by the US Securities and Exchange Commission (SEC) concerning the Adani Group.

The notice firmly rejected these claims as false and accused the newspapers of circulating malicious and misleading information about the YSR Congress Party (YSRCP) president.

"The insinuation and further allegations purported to be sourced from the judicial proceedings in the US are clearly aimed at causing severe damage to my client's reputation as an individual and as a head of the political party being YSRCP, and also to malign my client's functioning as the chief minister of the state between 2019 to 2024," the notice served by Mr Reddy's lawyer to Andhrajyothi newspaper said.

The notice to the other newspaper, Eenadu, worded in similar lines, also said, "... The motive behind the patently false and scandalous allegations is actuated by your animosity, as a newspaper entity and as individuals, towards my client and his family."

"While the motivation is to serve as the media arm of the Telugu Desam political party and its supremo Mr N Chandrababu Naidu, the publications by Eenadu for the past 20 years would clearly indicate, that you, as an entity are aligned politically to the fortunes of the Telugu Desam party and more particularly its supremo and the present Hon'ble Chief Minister Mr N Chandrababu Naidu," the notice to Eenadu said.

The legal notices slammed the publications for carrying "untruthful material with intent and prior knowledge that it would cause harm to my client's reputation seeking to allude to bribes purported to have been paid for securing such agreements and the alleged role of state government securing such contract".

The notices come in response to reports saying state officials allegedly took bribes for solar power purchases when Mr Reddy was Chief Minister.

Rebutting the reports, the notice shared details of the power purchase agreement, saying it was an agreement among governments and no third party was involved in it.

The YSRCP has already strongly refuted allegations made by Telugu Desam Party (TDP) and Eenadu that the previous state government allegedly accepted a power supply offer "hastily" and the offer put a huge burden of Rs 1.1 lakh crore.

The YSRCP in a statement said the Eenadu newspaper used disinformation spread by the ruling TDP to allege that an offer made by Solar Energy Corporation of India Ltd (SECI) in September 2021 to supply power at Rs 2.49 per kWh was accepted by the then state government very hastily within a seven-hour period, without allegedly taking adequate time to consider the strengths and shortcomings of the proposal. The report also alleged the proposal was very adverse to the interests of the public, with a burden of Rs 1.1 lakh crore.

The YSRCP has said the allegations were made despite the fact that one, the tariff was lower than all the sources of power to Andhra Pradesh discoms (power distribution companies) till date and two, despite the offer also conveying the central government's special incentive of waiver of inter-state transmission charges.

Video: Elon Musk Grooves To YMCA As He Celebrates Thanksgiving With Donald Trump

US President-elect Donald Trump and Tesla CEO Elon Musk have been nearly inseparable since the elections earlier this month and their bonhomie was once again at display, during a Thanksgiving dinner in Florida.

A viral video of the event shows Mr Musk sitting at a table with Mr Trump, incoming First Lady Melania Trump and their son Barron. As Mr Trump taps on Mr Musk's shoulder, the X boss raises his hand and grooves to the 'YMCA' song that can be heard in the background.

Trump then shifts his focus to Barron, encouraging him to join in. Barron, however, simply smiles but remains seated. The event was held at Mar-a-Lago in Florida.

"Hope you had a great Thanksgiving," Mr Musk wrote on X.

Mr Musk, who owns X and rocket company SpaceX, and is chief executive of the electric car company Tesla Inc, also spent time with American actor Sylvester Stallone at the event.

"I was telling @TheSlyStallone that I just watched Demolition Man again and how well it predicted the crazy woke future 30 years ago!" Mr Musk wrote on X, referring to the movie that stars Stallone.

Mr Musk has been using his social media platform X to endorse Mr Trump's cabinet picks and promote his own-preferred candidates.

Mr Musk, who has over 206 million followers on X, posted or reposted about Mr Trump's cabinet picks more than 70 times between November 7 and November 20, a Reuters review found.

In between his constant postings of memes of himself and Trump, the X boss has even embraced a title suggested for his role: "First Buddy".

US' 6-Year-Old Beauty Pageant Winner's Death Remains Unsolved After 28 Years

Almost 28 years after the murder of JonBenet Ramsey, a 6-year-old child who won many beauty pageants from Colorado, no one has been arrested for her killing. Now, a new documentary series on Netflix, 'Cold Case: Who Killed JonBenet Ramsey,' re-examines the case, suggesting modern forensic advancements may still provide answers.

JonBenet Ramsey was found dead in the basement of her family's Colorado home on December 26, 1996. In 2016, her father, John Ramsey, told CNN about the moment he found her body. He said initially "It was a rush of relief," adding, "I thought, 'God, I found my child.' And then I pretty quickly realised that she may not be alive."

The initial police response came under intense scrutiny. Investigators failed to secure the house properly, allowing friends and family to move in and out, compromising potential evidence. Director Joe Berlinger, who created the Netflix series, noted, "Just how trampled the crime scene was" was staggering. Despite early mistakes, Berlinger holds hope that "genetic genealogy" and other modern forensic methods could finally solve the case. The method uses DNA data from public databases to trace familial connections and identify potential suspects.

The morning following JonBenet Ramsey's death, her mother, Patsy Ramsey, discovered a ransom note demanding $1,18,000 - a sum matching John Ramsey's Christmas bonus. The note was written on paper from the Ramsey household. Investigators found no forced entry and spent hours searching for JonBenet Ramsey. Ultimately, John Ramsey discovered her body, her neck bound by a cord and evidence of blunt force trauma and sexual assault. The coroner reported she died of asphyxiation compounded by trauma to her skull.

In the aftermath, speculation ran rampant. Although the police focused on the Ramseys for years, both parents were ultimately cleared in 2008 after DNA tests excluded them as suspects. The DNA found on JonBenet Ramsey's underwear did not match any family members, pointing instead to an unidentified person.

The investigation had already seen its share of dramatic turns. In 1998, a grand jury convened and voted to indict the Ramseys on charges of child abuse resulting in death. However, the district attorney chose not to file the charges, citing insufficient evidence. The existence of the indictment remained a secret until 2013, when it was revealed that the grand jury had recommended charges.

In 2006, John Mark Karr, a school teacher in Thailand, was arrested after claiming to have been involved in JonBenet Ramsey's death. He told authorities he accidentally killed her after drugging and sexually assaulting her. But DNA testing proved he was not connected to the crime, and he was released without charges.

Over the years, the police have pursued more than 21,000 tips and interviewed over 1,000 people. Still, no breakthrough has led to an arrest.

While progress continues, John Ramsey, now 80 and living in Utah with his second wife, feels the weight of JonBenet Ramsey's death remains ever-present. Despite participating in the Netflix documentary, he has stated he will not watch it, leaving the task to his wife, who he trusts to shield him from particularly distressing content.

2 Arrested For Throwing Acid On Narcotics Department Officer In Rajasthan

A woman and a man were detained for allegedly throwing acid on a narcotics department officer on Thursday in Rajasthan's Pratapgarh, police said.

SP Pratapgarh Vineet Bansal said that the initial investigation revealed that the woman and the officer knew each other. However, the exact reason is yet to be ascertained.

He said that the woman and her companion stopped the Narcotics Department Sub-Inspector Harshvardhan's car near Bamotra. After talking for a while, the accused threw acid on him and fled, Bansal said.

The victim was rushed to a hospital and is undergoing treatment, he said.

The accused were detained and further investigation is underway, he added.

After 10 Years Of Debate, COP29's Carbon Trading Deal Is Seriously Flawed

Negotiators at the COP29 climate conference in Baku have struck a landmark agreement on rules governing the global trade of carbon credits, bringing to a close almost a decade of debate over the controversial scheme.

The deal paves the way for a system in which countries or companies buy credits for removing or reducing greenhouse gas emissions elsewhere in the world, then count the reductions as part of their own climate efforts.

Some have argued the agreement provides crucial certainty to countries and companies trying to reach net-zero through carbon trading, and will harness billions of dollars for environmental projects.

However, the rules contain several serious flaws that years of debate have failed to fix. It means the system may essentially give countries and companies permissions to keep polluting.

What is carbon offsetting?

Carbon trading is a system where countries, companies or other entities buy or sell “credits”, or permits, that allow the buyer to offset the greenhouse gas emissions they produce.

For example, an energy company in Australia that produces carbon emissions by burning coal may, in theory, offset their impact by buying credits from a company in Indonesia that removes carbon by planting trees.

Other carbon removal activities include renewable energy projects, and projects that retain vegetation rather than cutting it down.

Carbon trading was a controversial part of the global Paris climate deal clinched in 2015.

The relevant part of the deal is known as “Article 6”. It sets the rules for a global carbon market, supervised by the United Nations, which would be open to companies as well as countries. Article 6 also includes trade of carbon credits directly between countries, which has begun operating even while rules were still being finalised.

Rules for carbon trading are notoriously complex and difficult to negotiate. But they are important to ensure a scheme reduces greenhouse gas emissions in reality, not just on paper.

A long history of debate

Over the past few years, annual COP meetings made some progress on advancing the carbon trading rules.

For example, COP26 in Glasgow, held in 2021, established an independent supervisory body. It was also tasked with other responsibilities such as recommending standards for carbon removal and methods to guide the issuing, reporting and monitoring of carbon credits.

But the recommendations were rejected at COP meetings in 2022 and 2023 because many countries viewed them as weak and lacking a scientific basis.

At a meeting in October this year, the supervisory body published its recommendations as “internal standards” and so bypassed the COP approval process.

At this year's COP in Baku, the Azerbaijani hosts rushed through adoption of the standards on day one, prompting claims proper process had not been followed

For the remaining two weeks of the conference, negotiators worked to further develop the rules. A final decision was adopted over the weekend, but has attracted criticism.

For example, the Climate Land Ambition and Rights Alliance says the rules risk “double counting” – which means two carbon credits are issued for only one unit of emissions reduction. It also claims the rules fail to prevent harm to communities – which can occur when, say, Indigenous Peoples are prevented from accessing land where tree-planting or other carbon-storage projects are occurring.

Getting to grips with carbon removal

The new agreement, known formally as the Paris Agreement Trading Mechanism, is fraught with other problems. Most obvious is the detail around carbon removals.

Take, for example, the earlier scenario of a coal-burning company in Australia offsetting emissions by buying credits from a tree-planting company in Indonesia. For the climate to benefit, the carbon stored in the trees should remain there as long as the emissions produced from the company's burning of coal remains in the atmosphere.

But, carbon storage in soils and forests is considered temporary. To be considered permanent, carbon must be stored geologically (injected into underground rock formations).

The final rules agreed to at Baku, however, fail to stipulate the time periods or minimum standards for “durable” carbon storage.

Temporary carbon removal into land and forests should not be used to offset fossil fuel emissions, which stay in the atmosphere for millennia. Yet governments are already over-relying on such methods to achieve their Paris commitments. The weak new rules only exacerbate this problem.

To make matters worse, in 2023, almost no carbon was absorbed by Earth's forests or soils, because the warming climate increased the intensity of drought and wildfires.

This trend raises questions about schemes that depend on these natural systems to capture and store carbon.

What next?

Countries already can, and do, trade carbon credits under the Paris Agreement. Centralised trading will occur under the new scheme once the United Nations sets up a registry, expected next year.

Under the new scheme, Australia should rule out buying credits for land-based offsets (such as in forests and soil) to compensate for long-lasting emissions from the energy and industry sectors.

Australia should also revise its national carbon trading scheme along the same lines.

We could also set a precedent by establishing a framework that treats carbon removals as a complement — not a substitute — for emissions reduction.The Conversation

Video Of Groom Checking His Trading Graph Mid-Ceremony Leaves Internet In Stitches

In recent times, many of us have heard instances where people had to put their jobs ahead of everything else. They sometimes had to finish work while on vacation, while riding back in cabs or metros, take meetings while travelling, work overtime, at odd hours, and on weekends, just to meet certain targets and complete projects. Now, a viral video showing a groom glued to his mobile phone, checking his trading graph mid-ceremony, has left netizens in stitches. 

The clip was shared on Instagram by user tradingleo.in. It showed the groom dressed in sherwani, seemingly more invested in his trading dashboard than his own wedding ceremony. The video, shot from behind, zooms in on the groom's phone screen, capturing him tracking stock market fluctuations. "The Traders," the caption of the post.

The video was shared just a few days back. Since then it has accumulated more than 398,000 likes and over 12 million views. 

Reacting to the video, one user jokingly wrote, "Brother shaadi ka kharcha nikal raha hai (Brother is paying out the marriage expenses)." 

"Only real trader can understand," commented another. "Thats how he afforded the marriage and wedding," expressed a third user. 

"Don't lose the trade. Or marriage cancelled," wrote another. "If he lost the trade ,he can't even be happy on marriage day too," jokingly wrote one user. 

"Only traders can understand the intensity of the market!" added another.

Meanwhile, in a similar incident earlier this year, a startup co-founder went viral for working on his laptop during his own wedding. The image was shared on LinkedIn by Torrey Leonard, co-founder and CEO of AI startup Thoughtly. The picture showed his fellow co-founder Casey Mackrell working on a laptop at his own wedding. 

In the caption, Mr Leonard explained the circumstances, noting that the company had recently secured a new client with a two-week deadline for launching a project and Mr Mackrell's wedding happened to fall within the same window. "So, here he is wrapping up a pull request. At his own wedding. Congrats Casey- now please, go take some time off," Mr Leonard wrote on LinkedIn.

Petition Claims Temple Under Ajmer Dargah, Court Issues Notice

A court in Rajasthan's Ajmer has issued notices to the Archaeological Survey of India and the Centre following a petition that claims that there is a Shiva temple in the dargah of Sufi saint Moinuddin Chishti in Ajmer. The petition, filed in September, has asked the court to allow worship at the spot again.

The petitioner's advocate, Yogesh Siroja, said civil judge Manmohan Chandel has ordered notices to the Ajmer Dargah Committee, the Ministry of Minority Affairs and Archaeological Survey of India (ASI) office in New Delhi seeking their response.

The claims come of the heels of similar claims made for key shrines across the country, including the ones in Varanasi, Mathura and the Bhojshala at Dhar. 

The court's order follows violence in Sambhal, Uttar Pradesh, where four persons died and many were injured after a clash that was sparked by a local court's order of survey at a mosque. The petitioners had told the court that the mosque was built after destroying an old temple.

Vishnu Gupta, chief of right wing group Hindu Sena, who is the petitioner in the case involving Ajmer Sharif, said, "Our demand was that the Ajmer dargah should be declared as Sankat Mochan Mahadev Temple.

"If the dargah has any kind of registration, then it should be cancelled. Its survey should be done through ASI and Hindus should be given the right to worship there," he was quoted as saying by news agency Press Trust of India.

The petition cites a book by retired judge Harvilas Sharda, written in 1911 and says Hindu carvings and iconography are visible around the Ajmer Dargah, including on the Buland Darwaza. 

The book, "Ajmer: Historical and Descriptive", claims that debris from a Shiva temple was used in building the dargah. The petition also alleges that a Jain temple exists within the sanctum sanctorum of the site.

The Dargah Committee has denied the claims. Syed Sarwar Chishti, secretary of Anjuman Syed Jadgan, said the dargah promotes unity in diversity and pluralism, the dargah has lakhs of followers all across the world from Afghanistan to Indonesia.

"Such acts are against communal harmony and nation. The court has issued notices to three parties today. We will see what we can do. Such acts of targeting age-old mosques in Kashi, Mathura are not good," he was quoted as saying by news agency IANS.

The next hearing of the case will be held on December 20.

5,500 kg Meth On Myanmar Boat: What Led To Biggest Drug Haul By Coast Guard

The Indian Coast Guard today caught a Myanmarese fishing boat in the Andaman Sea, which was carrying 5,500 kg of Methamphetamine and a satellite phone, making it the biggest-ever drug haul by the Coast Guard in the maritime domain.

The Coast Guard's Dornier aircraft detected the boat 'Soe Wai Yan Htoo' during a reconnaissance sortie. The reconnaissance party found the boat's operations suspicious and informed the Joint Operation Centre (JOC), which deployed a Fast Patrol Vessel, ICG Ship Aruna Asaf Ali, to intercept the boat.

The vessel did not match the characteristics of a local Indian boat, and it carried the Myanmar flag. The Indian Coast Guard shadowed the vessel until the early morning of Sunday.

Coast Guard's Aruna Asaf Ali boarded the suspicious boat for investigation at 0630 hrs on 24 Nov 24 when it was eight nautical miles off Barren Island in the Indian Territorial waters. The six boat crew onboard the boat were identified as Myanmarese nationals. 

During the boat's rummaging, 5,500 kg of white crystalline compound onboard along with one portable Inmarsat Satellite phone were found. The white crystalline compound was anticipated to be contraband, and hence, the boat was apprehended.

Subsequently, the boat was brought to the Andaman and Nicobar Islands' capital, Sri Vijaya Puram, for further investigation.

Eknath Shinde Elected As Leader Of Shiv Sena Legislature Party

Maharashtra Chief Minister Eknath Shinde was on Sunday night elected as the leader of the Shiv Sena Legislature Party.

The resolution to this effect was unanimously passed by all 57 MLA-designates at a meeting held at a suburban hotel.

Madhya Pradesh Minister Ramniwas Rawat Loses Vijaypur Bypoll

In a blow to the ruling BJP in Madhya Pradesh, minister Ramniwas Rawat lost to the Congress' Mukesh Malhotra by a margin of 7,364 votes in the Vijaypur assembly bypoll.

Rawat had won the seat on a Congress ticket in the 2023 assembly polls but then switched over to the BJP, which made him forest minister in the Mohan Yadav government.

Rawat had won from Vijaypur in Sheopur district as a Congress candidate in 1990, 1993, 2003, 2008, 2013 and 2023.

The BJP lost Vijaypur even after distributing Rs 50 crore to lure voters, MP Congress chief Jitu Patwari alleged.

"Vijaypur's victory is the victory of Congress workers, who faced all kinds of torture. They endured police cane-charge and lawsuits, still they stood firm," Patwari said in a post on X.

The entire system, including the collector, SP and other officials, along with BJP-supported goons, dacoits and mafia were against the Congress, he alleged.

"The police and administration did the work of BJP workers. False cases were filed against Congress people, innocent people were sent to jail without any reason. More than 50 crore rupees were distributed to lure voters. Even after that, the lion-like workers have put this victory in the bag of Congress," Patwari asserted.

This is the victory of Babasaheb Ambedkar's Constitution and party workers, the Congress leader said.

UK's Serious Fraud Office Launches Probe On French Defence Giant Thales

Britain's Serious Fraud Office (SFO) said Thursday it had launched a joint investigation with its French counterparts into "suspected bribery and corruption" at the France-based multinational defence giant Thales.

"Investigators from the SFO and French authority Parquet National Financier (PNF) have informed the company of the investigation," it said, noting the two agencies were probing "in their respective jurisdictions".

Thales has its headquarters in Paris. Thales UK is a subsidiary and one of the British government's key defence contractors, employing over 7,000 staff at 16 sites across the country.

It built hundreds of lightweight missiles which the UK sent to Ukraine in September.

A Thales spokesperson confirmed that the SFO and the PNF had "commenced an investigation in relation to four of its entities in France and the UK".

"Thales is co-operating with the PNF in France and the SFO in the UK. The group complies with all national and international regulations.

"As the investigation is ongoing, Thales will not comment further."

The SFO announcement follows police in France, the Netherlands and Spain searching the multinational's offices in June, over suspicions of corruption linked to arms sales, according to reports.

SFO director Nick Ephgrave said he hoped the joint probe would reinforce the SFO's and PNF's "long-standing relationship, built on mutual cooperation and shared success".

"We will together rigorously pursue every avenue in our investigation into these serious allegations," he added in a statement, which did not provide any further details about the accusations.

The SFO is a specialist prosecuting authority tackling top level serious or complex fraud, bribery and corruption, in England, Wales and Northern Ireland.

Thales specialises in defence electronics, and built the 650 so-called Lightweight Multirole Missiles (LMMs) that the UK announced it would supply to Ukraine in September, costing 162 million Pounds ($204 million).

The firm also won a 1.8-billion Pound UK defence contract in February, which will see it maintain the Royal Navy's fleet of ships and submarines for the next 15 years.

Indian Professor Shot Dead In US, Family In UP Blames Business Rivalry

The killing of an Indian academic who had been living in the US for close to four decades has stunned the natives of Tulsipur Majha village, his birthplace.

Dr Shriram Singh, 58, a native of Gonda was gunned down in Georgia capital Atlanta on Wednesday.

He was going to attend a programme in Atlanta by car when some unknown people fired at his car indiscriminately, Tulsipur Majha village head Lalji Singh said.

The news of his killing was borne by his son Amit Singh.

Lalji Singh said Dr Singh joined as a professor at Atlanta Agricultural University in the US in 1990.

He had started some business recently in the country which was his home for 37 years.

Dr Singh's younger brother Shivaji Singh, who lives in the village, said his brother had done his postgraduate from Acharya Narendra Dev Agricultural University Kumarganj in Ayodhya before leaving for the US.

After completing his doctorate there, he joined as a professor at Atlanta Agricultural University and since then, he had been living in the US with his family, he said.

His elder son Amit Singh is an engineer in the FBI, while the younger son Ankur Singh is a cancer specialist in the US, his brother said.

According to Shivaji Singh, Dr Singh had made a deep inroad in the US with his social skills.

"Two years ago, he left his job and turned to business in partnership. His business was expanding rapidly in a short time. Along with a shopping mall, he ventured into the business of petrol pumps and hotels. He started many works in partnership with businessmen of Punjab and Gujarat origin," he said.

"Some time ago, some businessmen of Pakistani origin also joined him. In a short time, the scope of his business spread all over the US. Due to this, some rivals started getting annoyed with him," he said.

Lalji Singh said Dr Singh was very social and used to meet all the villagers whenever he would come here.

He had last come to the village about two years ago and was scheduled to visit again in March next year.

"The people of the village are saddened by his murder. They have demanded security for his family and strict punishment for the culprits by investigating the murder," he said.

Johnson & Johnson Risks UK Lawsuit Over Powder Cancer Claim By Thousands

UK claimants on Wednesday announced legal action against US pharmaceutical and cosmetics giant Johnson & Johnson, alleging that women diagnosed with cancers were exposed to asbestos in the company's talcum powder.

J&J risks UK court action for the first time over the allegations, having faced a series of similar lawsuits in North America.

KP law, the firm representing about 2,000 claimants, said "women who have been diagnosed with life-changing and life-limiting cancers were exposed to asbestos contained within the company's talcum powder".

In response Erik Haas, J&J's worldwide vice president of litigation, said "Johnson & Johnson takes the issue of talc safety incredibly seriously and always has".

Haas added that J&J's own analysis found an absence of asbestos contamination in its products and said "independent science makes clear that talc is not associated with the risk of ovarian cancer nor mesothelioma".

J&J has until the end of the year to respond to a letter sent on behalf of KP Law's clients, following which documents will be filed in the UK's High Court.

The law firm is representing predominantly women regarding the case, and says it has been contacted by thousands more, adding that some have died of their cancers.

Lawyers claim that the US-based corporation knew "as early as the 1970s that asbestos in its talc products was dangerous but failed to warn consumers and carried on producing and selling the products in the UK until as recently as 2022".

J&J said that Kenvue, its former consumer-health division that it separated out in 2023, is responsible for "any alleged talc liability that arises outside the US or Canada".

Kenvue did not immediately respond to a request for comment from AFP .  

SETTLED CLAIMS

However, in September, J&J increased its offer to settle talc claims relating to ovarian cancer in the US to around $8 billion to be paid over 25 years.

Earlier this year, the company agreed to pay $700 million to settle allegations it misled customers about the safety of its talcum-based power products in North America.

The company did not admit wrongdoing in its settlement but withdrew the product from the North American market in 2020.

The World Health Organization's cancer agency in July classified talc as "probably carcinogenic" for humans.

A summary of studies published in 2020 covering 250,000 women in the United States did not find a statistical link between the use of talc on the genitals and the risk of ovarian cancer.

Iran's Enriched Uranium Stockpile Over 32 Times The Limit Set In 2015: UN

The UN nuclear watchdog on Tuesday said that Iran's estimated stockpile of enriched uranium had reached more than 32 times the limit set in a 2015 accord between Iran and world powers to limit its nuclear programme.

According to a confidential International Atomic Energy Agency (IAEA) report seen by AFP, Iran's total enriched uranium stockpile was estimated at 6,604.4 kilogrammes as of October 26, up by 852.6 kilogrammes from the last quarterly report in August.

Manipur Government Sets Up Committee To Probe Recent Jiribam Violence

The Manipur government on Monday said it has constituted a two-member inquiry committee to look into the causes that led to a firing in the Jiribam district, which left one person dead and another injured.

A protester was killed and another was injured in firing during a clash between security forces and a mob that was vandalising properties in the Babupara areas of Jiribam on Sunday night. Police could not confirm who opened fire, while eyewitnesses claimed the firing came from the direction of the security forces.

The committee will be led by IGP (Intelligence) K Kabib as the Chairman with Ningsen Worngam DIG (Range III) as the member, according to a notice issued by the home department.

The panel will inquire into the cause and circumstances leading to the incident and find out if there was any foul play on the part of any person including public authority, it said.

The committee was asked to submit its findings within 30 days.

Meta Fined $25.4 Million By India, WhatsApp Data Sharing Blocked For 5 Years

India's competition watchdog directed WhatsApp to refrain from sharing user data for advertising purposes with other applications owned by Meta for a period of five years and fined the U.S. tech giant $25.4 million on Monday over antitrust violations related to the messaging application's 2021 privacy policy.

The Competition Commission of India (CCI) launched a probe in March 2021 into WhatsApp's privacy policy, which allowed data sharing with Facebook and its units, sparking global backlash.

"Sharing of user data collected on WhatsApp with other Meta companies... for purposes other than for providing WhatsApp service shall not be made a condition for users to access WhatsApp Service in India," the CCI said.

Meta did not immediately respond to Reuters' request for comment.

Tech giants, including Apple, Google and Meta face new regulatory challenges with India's proposed EU-like antitrust law.

The Indian government is currently examining a February report from a panel established by the corporate affairs ministry. The report proposed a new "Digital Competition Bill" to complement existing antitrust laws.

The U.S.-India Business Council, a key U.S. lobby group has already opposed the move, fearing its business impact.

Professor Tells Student His Haircut "Looks Odd", Gets His Head Shaved At Salon

A faculty member of Government Medical College in Khammam district, Telangana allegedly took a student to a barber shop and got his head tonsured, prompting the government to order an enquiry into the incident, officials said on Sunday.

Taking a serious view of the incident which happened on November 12, Telangana Health Minister Damodar Raja Narasimha ordered an enquiry over the matter and to initiate action against those responsible.

It is not ragging, the officials said.

According to state government officials, initially some seniors in the institute's hostel told the first-year student that this hairstyle was not proper for a medical college student and asked him to get it trimmed.

After the student got his hair trimmed, an assistant professor, in-charge medical officer of the anti-ragging committee, who also stays in the hostel, told him "it was looking odd" and took him to a salon and got his head shaved, the officials said.

After the matter came to the notice of the principal, he ordered removal of the medical officer from the hostel on Saturday and also set up a committee to enquire into the incident.

The principal said it was not good on part of the assistant professor to indulge in such an activity.

According to the faculty, it was not his intention to do so, but only to discipline the student.

"Resolve Complaints On Pollution Within A Week": Panel To Delhi, Other States

With an aim to ensure strict enforcement of Graded Response Action Plan (GRAP) measures to control air pollution in the National Capital Region (NCR), a crucial review meeting was chaired on Saturday in New Delhi, a release said.

The meeting was chaired by Sujit Kumar Bajpayee, Member, of the Commission for Air Quality Management (CAQM).

During the meeting, it was highlighted that the upcoming winter season is a crucial period and thus the actions to be taken under different stages of GRAP, are to be implemented in true letter and spirit. The action taken reports received in the GRAP Monitoring Control Room on a daily basis from different implementing authorities responsible for the abatement of air pollution in NCR States, was deliberated through a detailed presentation, inter-alia highlighting the following issues:

The actions required to be taken under Stage III of GRAP, invoked since November 15 are in addition to the actions under Stage I and Stage II, which were invoked on October 15 and October 22 respectively. All implementing and enforcement agencies were advised to go through the revised GRAP guidelines, which are available on the website of the Commission.

Daily reports on the action taken by NCR States are being generated and shared with Nodal Officers for corrective measures through the WhatsApp group of GRAP Monitoring Control Room, created for a smooth flow of information. The data is also being presented in different meetings with NCR States and the same was also highlighted in high-level meetings held recently with Govt. of Delhi on November 8 and Govt. of Haryana on November 12.

Actions to be taken in Stage III of GRAP, in addition to Stage I and Stage II, were also presented and explained in detail including banned and permitted Construction and Demolition (C&D) activities during Stage III of GRAP. With the invocation of Stage-III of GRAP, data on additional parameters under different sectors viz. Vehicular, C&D, Stone crusher and Mining needs to be submitted on a daily basis as per shared format.

Based on the detailed presentation, inter-alia, the following issues were highlighted:

The non-compliance of dust control measures by C&D sites resulting in possible adverse impact on air quality in NCR must be dealt with strongly and all actions for levying Environmental Compensation (EC) and closure should be taken against such units till full compliance is achieved. Further, inspection for C&D sites must be intensified and actions for non-compliance are also required to be taken with a uniform approach.

It was also highlighted that with the invocation of Stage III of GRAP, it is imperative that the numbers of Mechanical Road Sweeping Machines (MRSMs) are augmented without further delay.

The effort for challenging the vehicle for non-possession of PUC and impounding End-of-Life (EoL) vehicles is also to be intensified further by traffic police and transport departments of NCR states considering their huge potential to deteriorate air quality further.

It was also highlighted that the rate of resolution of complaints on different apps/ X (Twitter) is not satisfactory. Further, concerned States must resolve the grievances within a week's time and tag CAQM while closing the complaints.

After detailed discussions, inter-alia, the following action points were directed by Member, CAQM to concerned implementing authorities responsible for the abatement of air pollution in NCR:

All actions prescribed under GRAP need to be enforced strictly in true letter and spirit.

Special attention must be given to all identified hotspots in NCR states. GNCTD had already presented their action plan for identified hotspots in the high-level meeting held in Commission on November 8 The same must be taken up on priority, except those actions which are prohibited under GRAP.

The pending complaints from citizens on different Apps and Social Media till date must be resolved within a week. Further, CAQM must be tagged on social media while forwarding and resolving the complaints so that they are properly tracked and monitored.

Nodal officers for all agencies should coordinate actions in their respective agencies and concerned State Pollution Control Board (SPCB)/ DPCC to also monitor the actions by different agencies besides action required by themselves.

Daily reporting of actions under GRAP Stage-III must be provided in a shared format to the Commission on a daily basis without fail.

In case of any clarification required, specific reference may be made to the Commission.

Officials of concerned agencies shall be held accountable for any laxity in the enforcement of the above directions and the same may attract action under provisions of the CAQM Act.

"Benefits Outweighed By Negatives": News Outlets Quit Musk's X

News outlets have begun quitting X, formerly Twitter, once a favourite of global media but now accused of enabling the spread of disinformation under its owner, president-elect Donald Trump ally Elon Musk.

Citing a "harsh and extreme" climate, Sweden's newspaper of reference, the left-liberal Dagens Nyheter (DN), on Friday became third major media outlet to stop publishing its articles on the social media platform.

"Since Elon Musk took over, the platform has increasingly merged with his and Donald Trump's political ambitions," said editor-in-chief Peter Wolodarski.

Already on Wednesday, Britain's centre-left daily The Guardian had announced it would no longer post content from its official accounts on X, which it called "toxic".

A day later, Spain's Vanguardia did the same, saying it would rather lose subscribers than remain on a "disinformation network".

Several users had already wondered back in 2022 whether they should remain on Twitter when Musk -- a businessman best known for running car company Tesla and space company SpaceX -- bought the platform and drastically reduced content moderation in the name of free speech.

The question has flared up again since Trump won this month's presidential election, actively supported by Musk.

'Disturbing content'

"I would expect more publishers to part ways with X," said Stephen Barnard, a specialist on media manipulation at Butler University in the US.

"How many do so will likely depend on what actions X, Musk, and the Trump administration take with regard to media and journalism," he said.

Musk, who is the world's richest man, has been tapped by Trump's team to lead a new Department of Government Efficiency.

The Guardian has nearly 11 million followers on the platform, but it said "the benefits of being on X are now outweighed by the negatives".

It said "often disturbing content" was promoted or found on the platform, singling out "far-right conspiracy theories and racism".

This falling-out stands in stark contrast to the enthusiasm sparked by Twitter in 2008 and 2009.

Back then, media felt they had to be present there to establish direct contact with their audiences as well as with experts and decision-makers.

They found grew "audiences, built brands, developed new reporting practices, formed community, strengthened public engagement", said Barnard.

At the same time, they boosted Twitter's influence.

'Reaping what they sowed'

This increasingly symbiotic relationship may have become detrimental to the media, suggested Mathew Ingram, former chief digital writer for the Columbia Journalism Review.

"Many publishers gave up on reader comments and other forms of interaction and essentially outsourced all of that to social media like Twitter," he said.

"To that extent they are reaping what they sowed."

Criticism of Twitter predates its takeover by Musk and was centred on the network's architecture that was seen favouring polemical debate and instantaneous indignation.

It was also said to give an unbalanced reflection of society, tilting mostly towards higher-income people, and activist users.

The precise impact of the decision by newspapers, already in economic crisis, to leave X is not yet clear, but they already expect readerships to dwindle.

"We will probably lose subscriptions because some readers subscribe after seeing a news story on the social network," Jordi Juan, director of La Vanguardia, told AFP.

But Barnard said any such loss would be limited because, said, "X generates relatively little traffic to news sites compared to other platforms".

In October 2023, six months after American public radio NPR left Twitter, a report from the Nieman Foundation for Journalism deemed the effects of this departure "negligible" in terms of traffic.

One beneficiary of disenchantment with X appears to be Bluesky, a decentralised social media service offering many of the same functions as X.

On Friday, it said it had added one million subscribers within 24 hours. But its 16 million subscribers are still dwarfed by those of X, estimated at several hundreds of millions.

"Strictly speaking, there are no alternatives to what X offers today," Vincent Berthier, head of the technology department at RSF (Reporters Without Borders) told AFP.

"But we may need to invent them."

Berthier called departures from X "a symptom of the failure of democracies to regulate platforms" across the board.

Musk may represent "the radical face of this informational nightmare", said Berthier. "But the problem goes much deeper."

Key Bangladesh Official Proposes Removing 'Secularism', 'Socialism' From Constitution

Bangladesh's top legal official has proposed to remove the words "secularism" and "socialism" from the Constitution apart from a provision prescribing capital punishment for regime change through extra-constitutional means.

In his statement in the High Court during a hearing on a writ petition filed by a group of citizens, Attorney General Mohammad Asazzaman on Wednesday sought to remove "secularism" and "socialism" as two of the four principles of the Constitution alongside the designation of Sheikh Mujibur Rahman as the Father of the Nation.

Sheikh Mujibur Rahman was the undisputed leader of Bangladesh but the Awami League politicised him in the party's interest, he said, referring to the founding leader of Bangladesh who is popularly known as Bangabandhu.

The writ petition challenged the validity of the Constitution's 15th amendment made by the now-ousted Awami League regime of deposed prime minister Sheikh Hasina in 2011 while a two-judge High Court bench issued a rule asking the interim government to come up with its stance on the matter.

"As a whole, we do not want that (HC) rule to be scrapped," the attorney general said, clarifying the government's stance on the writ petition while talking to newsmen at his office.

Several people, mostly lawyers, emerged as interveners in the writ petition, some supporting the plea and some opposing it.

The 15th amendment was passed in parliament with the strength of a brute majority of the Awami League, restoring, inserting and scrapping several provisions in the Constitution.

The amendments included the restoration of secularism as a state principle, the scrapping of the caretaker government system for election oversight, assuming state power through extra-constitutional means and the designating of Sheikh Mujibur Rahman as the Father of the Nation.

In his concluding arguments, Asaduzzaman told the court that the interim government wanted to declare the 15th amendment to the Constitution largely unconstitutional, retaining only select provisions.

He particularly demanded the restoration of the caretaker government system and the provision of the referendum in the Constitution.

The Awami League regime was toppled on August 5 in the face of a mass upsurge originating from a quota reform campaign by the Anti-Discrimination Students Movement. Three days later Nobel laureate Muhammad assumed office as the chief adviser of the interim government.

The attorney general criticised Article 7A inserted under the 15th amendment that criminalises any attempt to repeal, suspend, or subvert the Constitution through force or unconstitutional means, calling such acts as sedition, which are punishable with the death penalty.

He argued that this restriction limits democratic change and disregards the recent mass uprising that deposed the Awami League government and demanded the restoration of the caretaker government system.

"The (provisions of the 15th) amendment betrays the sacrifices of martyrs like Abu Sayed and Mugdho," said Asaduzzaman, referring to two students who were shot dead during the July-August mass protests.

Asaduzzaman was appointed as the attorney general days after the ouster of the past regime and the resignation of his predecessor.

Iran Plans To Send Women Revolting Against Hijab Mandate To Psychiatric Facilities

The Iranian state is planning to open a treatment clinic for women who flout the mandatory hijab laws that require them to cover their heads in public. Announcing the opening of a "hijab removal treatment clinic", Mehri Talebi Darestani, the head of the Women and Family Department of the Tehran Headquarters for the Promotion of Virtue and Prevention of Vice said the establishment will offer "scientific and psychological treatment for hijab removal".

"The establishment of this center will be for the scientific and psychological treatment of removing the hijab, specifically for the teenage generation, young adults, and women seeking social and Islamic identity and visiting this center is optional," a report by Iran International quoted Talebi as saying.

Notably, the Women and Family Department of the Tehran Headquarters for the Promotion of Virtue and Prevention of Vice falls under the direct authority of Iran's supreme leader Ali Khamenei. The body is reportedly responsible for defining and enforcing strict religious standards in Iran, particularly those related to women's dress.

Move Sparks Outrage

The announcement came weeks after a university student, who stripped down to her underwear on a Tehran campus in an apparent protest at harsh treatment by dress code enforcers, was detained and sent to a psychiatric hospital for mental health treatment.

The news of the new clinic has spread among the "Woman, Life, Freedom" protest groups and women, sparking fear and outrage.

Speaking with The Guardian on the condition of anonymity, a young woman from Iran said, "It won't be a clinic, it will be a prison."

"We are struggling to make ends meet and have power outages, but a piece of cloth is what this state is worried about. If there was a time for all of us to come back to the streets, it's now or they'll lock us all up," she said. 

According to Iranian human rights lawyer, Hossein Raeesi, the idea of a clinic to treat women who did not comply with hijab laws is "neither Islamic nor aligned with Iranian law". 

Use Of Psychiatric Facilities To Curb Dissent

Iranian authorities have been widely accused of using mental health institutions to curb the dissent against the strict hijab law. The method has been condemned by human rights advocates as psychologically abusive and manipulative.

Speaking to The Guardian, Sima Sabet, a UK-based Iranian journalist who was a target of an Iranian assassination attempt last year, said the move is “shameful”.

“The idea of establishing clinics to ‘cure' unveiled women is chilling, where people are separated from society simply for not conforming to the ruling ideology," she said.

Since the "Woman, Life, Freedom" movement began, hardliners have increased efforts to enforce strict dress codes for women. Artists, including actresses Afsaneh Bayegan, Azadeh Samadi, and Leila Bolukat, who posted images of themselves without a hijab, reportedly received court-ordered mandates for weekly visits to psychological centers for mental health certificates in response to their conduct.

The "Woman, Life, Freedom" movement began in Iran after the death of young woman Mahsa Amini in police custody over hijab violations in September 2022.

Reliance, Walt Disney Close $8.5 Billion Merger Of Indian Media Assets

Reliance Industries and Walt Disney on Thursday completed the $8.5 billion merger of their Indian media assets, which have been split into three divisions, with each unit having its own CEO. The companies said the newly formed divisions are entertainment, which houses Reliance's Colours TV channels and Disney's Star; digital, home to online streaming platforms JioCinema and Hotstar, and sports.

Former Google executive Kiran Mani, who leads JioCinema, will take charge of the digital organisation.

Reuters reported last month that Disney Hotstar's CEO Sajith Sivanandan resigned from the role as business integration gathered pace for the merger. The entertainment division will be led by Kevin Vaz, who is currently the top boss at Reliance's Viacom 18 Media.

Sanjog Gupta, who heads sports at Disney's Indian media operations, will take charge of the merged company's sports division.

The completion of the merger comes after the companies won key approval from the country's antitrust regulator in August after assuaging regulatory worries about their grip on broadcasting rights for cricket, India's favourite sport.

The merger will create India's biggest entertainment player, with 120 TV channels and two streaming services, and will compete with Sony, Netflix and Amazon.

Power Transition Will Be "As Smooth As You Can Get", Says Trump

US President-elect Donald Trump thanked President Joe Biden for pledging a smooth transfer of power as the victorious Republican made a historic return visit to the White House on Wednesday.

"Politics is tough, and in many cases it's not a very nice world. It is a nice world today and I appreciate it very much," Trump said after the two men shook hands in the Oval Office.

Trump, 78, added that the transition would be "smooth as you can get."

Biden greeted Trump in front of a roaring fire, offering him congratulations and saying: "Welcome back."

The 81-year-old Biden invited his sworn rival to the White House -- despite the fact that Trump, who refused to admit his 2020 election loss, never afforded Biden the same courtesy.

Biden, who dropped out of the election in July but saw his successor Kamala Harris lose to Trump last week, said he was "looking forward to having a smooth transition."

"We'll do everything we can to make sure you're accommodated, (have) what you need," he told Trump.

Triumphant Trump 

Their talks after the public handshake may have been a bitter pill to swallow for Biden, who branded Trump a threat to democracy.

Biden was expected to push during the meeting for Trump to continue US support for Ukraine's fight against Russia, which the Republican has called into question.

Ahead of the White House visit, Trump addressed Republicans from the House of Representatives at a Washington hotel near the Capitol, which a mob of his supporters marched in 2021 to try to reverse his election loss.

An ebullient Trump suggested that he could even be open to a third term in office -- which would violate the US constitution.

"I suspect I won't be running again unless you say, 'He's good, we got to figure something else,'" he said, drawing some laughter.

Trump's party looks set to take both chambers of Congress and consolidate his extraordinary comeback.

He was accompanied at the meeting with Republicans by the world's richest man Elon Musk, whom he named on Tuesday as head of a new group aimed at slashing government spending.

Trump has launched a flurry of nominations as he moves swiftly to name his administration.

Picking his team

Biden's Oval Office invitation restored a presidential transition tradition that Trump tore up when he lost the 2020 election, refusing to sit down with Biden or even attend the inauguration.

Then-president Barack Obama had welcomed Trump to the White House when the tycoon won the 2016 election.

But by the time Trump took his last Marine One flight from the White House lawn on January 20, 2021, he had also been repudiated by many in his own party for having stoked the assault on the Capitol.

Bitcoin Reaches Record High Of $90,000 As Trump Pledges To Ease Regulations

Bitcoin struck a record high above $93,000 Wednesday as the world's biggest cryptocurrency benefits from president-elect Donald Trump's pledge to ease regulation around digital tokens.

The volatile asset has rocketed more than 30 percent in value since Trump won last week's US presidential election, smashing its record-high on several occasions and breaching $90,000 for the first time Wednesday.

The Republican said during campaigning that he planned to make the United States the "bitcoin and cryptocurrency capital of the world".

"The main catalyst for the recent surge on the price of bitcoin is the victory of Donald Trump," Alexander Londono, market analyst at ActivTrades, noted Wednesday.

"This is due to the fact that Trump has been an outspoken supporter of cryptocurrencies and is willing to deregulate the sector to make it more investor friendly."

Londono added that the rally "is based on emotions and future expectations, which may or may not become real".

'Broader surge'

Other cryptocurrencies are also benefiting, including Dogecoin, supported by Elon Musk, boss of Tesla.

Bitcoin's "rally and the broader surge across cryptocurrencies have set global markets ablaze, stirring up waves of excitement and speculation", said independent markets analyst Stephen Innes.

Trump on Tuesday announced that Musk, the world's richest man, will lead a new US government-efficiency group tasked with cutting federal waste.

Musk became a key ally to Trump during his campaign, reportedly spending over $100 million to help him win and repeatedly boosting his candidacy on X, the social platform he owns.

Cryptocurrencies have made headlines since their creation, from their extreme volatility to the collapse of several industry giants, foremost among them the FTX exchange platform.

Bitcoin was conceived in 2008 by a person or group writing under the pseudonym Satoshi Nakamoto.

The digital currency is created -- or "mined" -- as a reward when powerful computers solve complex problems to validate transactions made on the blockchain.

Explained: How Musk's US Government Efficiency Panel Might Work

Donald Trump has tasked Elon Musk with setting up a panel to streamline the US government. Although the president-elect has said little about how this group would operate, Musk has previously set an ambitious goal of cutting $2 trillion of spending.

Here is how this new panel, which will be headed up by Musk, the world's richest person, and former Republican Presidential candidate Vivek Ramaswamy, might work.

WHAT DOES MUSK WANT TO CUT?

Musk said at a Trump rally at Madison Square Garden in October that the federal budget could be reduced by "at least" $2 trillion. Discretionary spending, including defense spending, is estimated to total $1.9 trillion out of $6.75 trillion in total federal outlays for fiscal 2024, according to the Congressional Budget Office, suggesting Musk's target would be very difficult to meet.

Musk, whose companies include the electric vehicle maker Tesla and commercial space company SpaceX, has a deep knowledge of the National Aeronautics and Space Administration and the Pentagon, agencies he has extensive contracts with for rockets, satellites and other space operations.

He has also tussled with regulators within the Department of Transportation, including the Federal Aviation Administration, which has a say in his company's rocket launches, and the National Highway Traffic Safety Administration, which is investigating autonomous driving functions in his cars.

Ramaswamy, who founded pharmaceutical company Roivant Sciences, has worked with the Food and Drug Administration, an agency he has previously called "corrupt". On social media site X in 2023 he added that "Countless FDA regulations and actions are hypocritical, harmful & unconstitutional."

WHAT HAVE MUSK AND TRUMP SAID ABOUT THE PANEL?

Trump in a statement on Tuesday said the panel would "provide advice and guidance from outside of government," on slimming down the government, cutting regulations, reducing spending and restructuring federal agencies.

Trump wants to abolish the Department of Education, and leave states in control of schooling, and decimate what he terms the "deep state" - career federal employees he says are clandestinely pursuing their own agendas.

Trump and Musk have suggested the panel will be able to make dramatic cuts, but generally speaking large budgetary actions are the remit of Congress. They can take advice from outside panels like the proposed efficiency panel, or disregard it.

In an effort to be transparent, Musk said the panel will post its "actions" for public comment.

"Anytime the public thinks we are cutting something important or not cutting something wasteful, just let us know!" he said on X.

He also mentioned a list of "dumb" spending, which he noted would be "extremely entertaining".

WHAT IS THE PRECEDENT FOR THE EFFICIENCY PANEL?

Former President Ronald Reagan announced in February 1982 that he would form a group of private sector experts to recommend ways to eliminate inefficiency and waste. That June, he issued an executive order forming the President's Private Sector Survey on Cost Control in the Federal Government, which became known as the Grace Commission for its chairman J. Peter Grace, the former CEO of W.R. Grace and Co.

Grace raised money to fund the effort through a foundation. About 150 business leaders volunteered their time on an executive committee that oversaw 36 Grace Commission task forces, which reviewed agencies or functions.

The Commission issued a report in January 1984 with some 2,500 recommendations, and the various task forces came out with reports as well.

"Most of the recommendations, especially those requiring legislation from Congress, were never implemented," the Reagan Library said.

In March 2017, Trump signed an executive order that aimed to improve the efficiency, effectiveness, and accountability of federal agencies and to "eliminate or reorganize unnecessary federal agencies." It directed each federal agency to submit a proposed plan to reorganize. He also signed a separate executive order to place "regulatory reform" task forces and officers within federal agencies.

Trump also tried to kill at least 19 agencies but was unsuccessful during his first term. He called for eliminating the Overseas Private Investment Corporation that helps spur private investment in foreign development projects and the Corporation for Public Broadcasting. He also tried to cut funding for Amtrak, subsidies for rural airline service and the Special Olympics.

WHAT EXPERIENCE DOES MUSK HAVE WITH COST CUTTING?

After Musk bought the social media app Twitter, he laid off roughly 3,700 employees, or half its workforce, as advertisers pulled spending. Hundreds more employees subsequently resigned. He later renamed the social media site "X", but its valuation has shrunk dramatically under Musk's ownership.

Musk has had much greater success in space. SpaceX's Falcon 9 rocket slashed launch costs with its reusability, sprouting new satellite markets and giving rise to the company's fast-growing Starlink constellation, which has disrupted the established satellite communications industry and helped shape modern military strategies and turned SpaceX into a major defense contractor.

WHAT ARE THE RULES FOR A PANEL LIKE THIS?

The committee would likely operate under the Federal Advisory Committee Act, a 1972 law ensuring panels provide advice that is prompt, objective and open to the public. It also mandates cost controls and record keeping requirements that apply to the roughly 1,000 committees with some 60,000 members advising the President and the executive branch at any given time.
