US Government Hours From Shutdown, Funding Chaos

With the US government just hours from shutting down on Saturday, Republican Speaker Kevin McCarthy pitched a last-gasp stopgap measure to avoid a closure that would throw into doubt everything from access to national parks to Washington's massive support for Ukraine.

The freeze of all but critical government services, set to start after midnight Saturday (0400 GMT Sunday) if lawmakers fail to reach a deal, would be the first since 2019 -- immediately delaying salaries for millions of federal employees and military personnel.

Congress has been unable to break the deadlock, largely due to a small group of hard-line Republicans in the House of Representatives pushing back against temporary funding proposals that would at least keep the lights on.

Speaker McCarthy called a vote Saturday on a fresh measure that would keep the government open for another 45 days at current spending levels, but without any aid for Ukraine -- a point of major contention for Democrats.

"I am asking Republicans and Democrats alike. Put your partisanship away," McCarthy said Saturday.

If the bill receives the significant Democratic support it would need to pass and overcome hardline Republican opposition in the House, the right-wingers have threatened to remove the speaker from his post.

"If somebody wants to remove (me) because I want to be the adult in the room, go ahead and try," McCarthy said, as he also sought to shift any blame for a shutdown on President Joe Biden.

If Biden lobbies against the latest stopgap, "then the shutdown is on him," McCarthy said.

The White House insists the real negotiation is between McCarthy and the hardliners who scuppered a similar temporary funding measure on Friday, underlying a growing sense of chaos inside the Republican party ahead of next year's presidential election.

"There are those in Congress right now who are sowing so much division, they're willing to shut down the government tonight," Biden said Saturday morning on X, formerly known as Twitter. "It's unacceptable."

The Democrat-controlled Senate had been expected to vote on its own stopgap bill later Saturday - one that does include funding for Ukraine.

While all critical government services would remain functioning, a shutdown would mean the majority of national parks, for example -- from the iconic Yosemite and Yellowstone in the west to Florida's Everglades swamp -- would be closed to public access beginning Sunday.

With student loan payments resuming in October, officials also said Friday that key activities at the Federal Student Aid office would continue for a couple of weeks.

But a prolonged shutdown could cause bigger disruptions.

A shutdown "unnecessarily" places the world's largest economy at risk, White House National Economic Council Director Lael Brainard told CNBC.

Risks that could percolate through the wider economy include air travel delays, with air traffic controllers asked to work without pay.

Treasury Secretary Janet Yellen warned a closure could also delay infrastructure improvements.

"In the immediate term, a government shutdown will only reduce GDP by 0.2 percentage points each week it lasts," said a report released Friday by the Center for Strategic and International Studies, a think tank, adding that a shutdown would "undermine the United States' overall credibility as a commercial partner."

The mess casts a growing shadow over Biden's policy of arming and funding Ukraine in its desperate war against the Russian invasion. For Republican hardliners behind the derailment of a new budget, stopping aid to Ukraine is a key goal.

Most Republican members of Congress continue to support US backing for Ukraine, but the shutdown will at minimum raise questions over the political viability of renewing the multibillion-dollar flow of assistance.

Man Arrested For Brutally Attacking Live-In Partner In Delhi

A 27-year-old man was arrested for allegedly attacking his live-in partner, who received more than 850 stitches, in north Delhi's Roop Nagar area over the suspicion that she was having an affair, police said on Saturday.

The accused has been identified as Rinku, a resident of Aligarh in Uttar Pradesh, they said.

On April 15, Bharat, a resident of Jawahar Nagar in Kamla Nagar, stated that his sister got married in 2011, but the couple started living separately due to some differences, police said.

Thereafter, she started living at Jawahar Nagar. Around six to seven years ago, his sister fell in love with Rinku, who was working at a footwear shop in Kamla Nagar, a senior police officer said. They soon entered into a live-in relationship.

They started living together at rented accommodation near Gur Mandi. However, their relation later turned sour and the two parted their ways. Bharat's sister moved to a paying guest accommodation in Kamla Nagar, the officer said.

On April 15 around 9.15 am, Bharat received a call from the PG that someone has slit his sister's throat. After reaching the spot, he found his sister in a pool of blood with severe injuries at her neck and all over her body, the officer said.

She was taken to Hindu Rao Hospital, where she got more than 850 stitches, police said.

The accused used random numbers of his co-workers to call his close relatives. Later, his location was traced to Shaper Industrial Area, Gujarat. A raid was conducted and he was arrested, Special Commissioner of Police (crime) Ravindra Singh Yadav said.

Rinku confessed to his involvement in the case, Mr Yadav added.

Man Dies By Suicide After Raid, Court Orders Agency To Revise Guidelines

A Delhi metropolitan court, while taking cognisance of various offences against four Directorate of Revenue Intelligence (DRI) officers, including abduction and abetment of suicide, has directed the agency to revise the guidelines to be followed by its officers during a raid.

Chief Metropolitan Magistrate Shivani Chauhan was hearing a case where a suspect was allegedly driven to end his life by suicide due to illegal detention, and physical and mental abuse by four DRI officers.

According to the case details, the central agency conducted a raid at the office, shop and residence of victim Gaurav Gupta on April 24, 2018.

The raid continued till the next morning, and after the victim and his father were taken to DRI office, Gupta ended his life by jumping out of a window.

An FIR was initially registered for the offence of murder. After investigation, however, a cancellation report was filed, and the Investigating Officer (IO) concluded that it was a case of suicide.

The court, in an order passed on September 25, said it was "prima facie" a case of suicide but it had to be seen whether the victim took his life of his own volition or something happened at the DRI office which drove him to take the extreme step.

It said the victim's father categorically stated that, during the raid at his residence, a DRI officer pointed a revolver at the victim, and four members of the raiding team slapped and misbehaved with them.

At the DRI office, he could hear his son being beaten in the adjoining room, the court noted. It said the victim and his father were detained without following the due procedure.

"There is nothing on record to show that the raiding party had the authority to detain these two persons without formal arrest and interrogate them at their office at that time. This act in itself is an abuse of the powers vested with the concerned officers of the DRI and the detention itself was illegal," the court said.

It said it was evident that the victim was verbally and physically abused both during the raid and after being taken to the DRI office.

"The victim was not given a chance to speak with his family members or advocates after the conclusion of the raid. The victim was not given adequate opportunity to rest...Rather he was straightaway and illegally taken to the office of DRI, beaten and abused during further interrogation which deteriorated the mental condition of the victim to such an extent that he was driven to commit suicide," the court said.

It said there was sufficient material on record to take cognisance of offences against the four officers-Parminder, Nishant, Mukesh and Ravinder- under IPC sections 323 (voluntarily causing hurt), 341 (wrongful restraint) 166 (public servant disobeying law with intent to cause injury to a person) 352 (punishment for assault or criminal force otherwise than on grave provocation), 362 (abduction), 348 (wrongful confinement to extort confession), 306 (abetment of suicide), 330 (voluntarily causing hurt to extort confession) and 34 (common intention).

"IO is directed to file an information sheet of all the four accused persons... Thereafter, summons be issued to the accused," the court said.

While there exist several guidelines and procedural safeguards to keep a check on the powers of investigating agencies like police, there are no judicial guidelines or procedural safeguards for agencies like the DRI and customs, the court said.

"In these circumstances and in view of peculiar facts of the present case, the court is under a bounden duty to issue directions to the DRI to revise the guidelines with respect to the procedures to be followed by its officers," the court said.

It prescribed several guidelines to be followed, including video recording and preserving the proceedings during the raid, allowing suspects an effective opportunity to consult their advocate and not detaining anyone without following the procedure of law.

"There should be audio and video recording of the interrogation of the suspect..." the court said.

The matter has been listed on October 17 for further proceedings.

American Soldier, Who Illegally Entered North Korea, Back In US

American soldier Travis King has returned to the United States after being freed by North Korea, a Defense Department official said Thursday.

"I can confirm that he has landed in the US," the official told AFP, without providing further details.

A US official previously said King would be taken to the Brooke Army Medical Center in Texas upon his return to the United States -- the same place that American basketball star Brittney Griner was evaluated after being released by Russia.

After a drunken pub fight, an incident with police and a stay in South Korean jail, Private Second Class King was being taken to the airport in July to fly back to Texas.

But instead of travelling to Fort Bliss for disciplinary hearings, he snuck away, joined a Demilitarized Zone sightseeing trip and slipped over the border.

Last month, Pyongyang confirmed it was holding him, saying King had defected to North Korea to escape "mistreatment and racial discrimination in the US Army."

But after completing its investigation, Pyongyang has "decided to expel Travis King, a soldier of the US Army who illegally intruded into the territory of the DPRK, under the law of the Republic," the Korean Central News Agency said Wednesday, using the North's formal acronym.

King's border crossing came with relations between the two Koreas at one of their lowest points ever, with diplomacy stalled and North Korean leader Kim Jong Un calling for increased weapons development, including tactical nuclear warheads.

The two Koreas remain technically at war because the 1950-53 conflict ended in an armistice, not a treaty, and most of the border between them is heavily fortified.

One of the last US citizens to be detained by the North was student Otto Warmbier, who was held for a year and a half before being released in a coma to the United States. He died six days later.

Around half a dozen American soldiers made rare defections to the North after the Korean War and were used for the country's propaganda.

Ram Temple To Open For Devotees Before January 26 Next Year: Official

Pilgrims will be able to have a glimpse of the idol of Lord Ram in his child form at the temple in Ayodhya definitely before January 26 and the first phase of construction of the grand temple will be completed by December this year, Chairman of Ayodhya Ram Mandir Construction Committee Nripendra Misra has said.

In an interview with ANI, Mr Misra said the ground floor of the temple has five mandaps, starting with the sanctum-sanctorum, where the deity would be installed.

He said the date of "pran prathistha" (consecration) has not been finalised yet.

"It is safe to announce through ANI that the pilgrims would be able to have a glimpse of Lord Ram in his child form definitely before January 26, 2024," Nripendra Misra said.

"I will not be able to give you the exact date because that would depend on the date announced by the Prime Minister's Office for the participation of PM on the last day of Pran Pratishtha, which has yet not been fixed. The date has not come from the Prime Minister's Office and we have to respect the decision of the PM's office in this matter," he added.

He was responding to a query about when the first batch of pilgrims will be able to visit the grand Lord Ram temple being built in Ayodhya.

Mr Misra, a former principal secretary to Prime Minister Narendra Modi, said people want to know when would the temple be completed.

"Their dream has come true. The temple is a reality. The temple will be completed in two parts, the first past- Phase 1 will be completed by December 2023. The first part will be the ground floor of the temple which is about 2.6 acres of land. The ground floor has five mandaps, starting with the sanctum-sanctorum, where the deity would be installed," he said.

"There are 160 pillars on the ground floor, and each pillar has 25 iconographical works of different forms. The work on the lower plinth, which tells Ram Khatha, that is based on carving on the stone and it is taken from Valmiki Ramayan, about 50 per cent of that would be completed," he added.

Supreme Court's verdict in 2019 on the Ayodhya dispute paved the way for the construction of a grand Ram temple.

Following the Supreme Court verdict, the Centre had set up Shri Ram Janma Bhoomi Tirtha Kshetra' Trust to take all decisions regarding the construction of a magnificent Ram Temple in Ayodhya.

The construction of the temple has been progressing at a steady pace under the supervision of the Trust. The idol of Ram Lalla will be in the sanctum sanctorum of the temple.

Prime Minister Narendra Modi laid the foundation stone for the construction of the Ram Temple on August 5, 2020.

After Aviation Body Refuses To Interfere In Akasa Crisis, Court Says...

The Delhi High Court Wednesday agreed with the contention of Akasa Air that the DGCA is not completely barred from taking action against pilots who violate the terms of their employment agreements.

However, the court did not grant any immediate relief to Akasa Air which sought direction to the DGCA and Union Ministry of Civil Aviation to take action against its pilots who have resigned without serving the notice period, saying it will first decide the issue of jurisdiction raised by the aviation sector regulator.

Justice Manmeet Pritam Singh Arora said since the Directorate General of Aviation (DGCA) has contended it has no jurisdiction to consider a representation made by the airline against the defaulting pilots under the extant law as it was a contractual dispute, the court will have to first decide the issue of jurisdiction before passing any other direction.

"There is no absolute restraint against the respondent from taking action as contended by respondent no. 1 (DGCA) and 2 (Ministry of Civil Aviation). To this extent, the court is in agreement with the submissions of the petitioner (airline)...", the court said.

The high court made it clear that during the pendency of Akasa Air's plea, in case a pilot acts in breach of the minimum contractual notice period, as specified in his or her employment agreement, then such an action will be at the pilot's own risk and remain subject to the outcome of this petition.

The high court passed the interim order on Akasa's plea seeking direction to the DGCA and the ministry to take appropriate steps (including by way of issuing necessary notices/ directives) to prevent any further violation of the Civil Aviation Requirement and other rules during the pendency of its petition.

Meanwhile, the court impleaded the Indian Pilots Guild and Federation of Indian Pilots as party respondents to the petition.

The court asked aviation sector regulator DGCA, Ministry of Civil Aviation, Indian Pilots Guild and Federation of Indian Pilots to file their replies to the main petition.

Fledging Akasa Air has filed the plea which said it is in a state of crisis following the sudden and abrupt resignation of 43 pilots, who left the airline without serving the mandatory notice period.

The airline and its CEO Vinay Dube approached the high court with their petition on September 14, seeking a direction to the DGCA to take coercive action against these pilots for their "irresponsible actions".

While pronouncing the order, the court noted the petitioners, at the outset, have stated they are not seeking any action against the 43 pilots who have already resigned and only want clarification of certain previous interim orders.

Akasa Air also sought an interim direction to DGCA to take appropriate action as per extant law for possible future infractions by the existing pilots of the airline.

The DGCA, in its response, told the court it cannot interfere in the employment agreement between pilots and Akasa Air.

It said it would be in the interest of the parties that Akasa Air complies with the mandate of the aviation regulator to maintain a limited schedule if it does not have the necessary number of pilots to maintain flight operations.

As per the Civil Aviation Requirement (CAR) 2017, while first officers (co-pilot) have to mandatorily serve a notice period of six months, the requirement for captains (pilot in command) is one year.

The DGCA, in its written submissions said, "The DGCA cannot interfere in the employment agreement between airline and the pilot which itself contains the mechanism of termination of pilots... ". It urged the court to dismiss the airline's petition with costs.

Regarding the airline's claim of cancellation of about 600 flights since June owing to the resignations, the regulator categorically denied the company provided it any documents or reasons for the same.

It added that as per the details submitted by Akasa Air, 1.17 per cent of its flights were cancelled in August, 2023.

The regulator said in case of major cancellations due to any reason, which is inclusive of pilot resignations, the regulator ensures the passengers are minimally inconvenienced and that appropriate protection is provided to them in the event of flight disruptions.

The Indian Pilots Guild and Federation of Indian Pilots in their written submissions opposed the airline's petition, saying it was indulging in the practice of forum shopping by engaging in multiple litigations as it has already filed a civil suit against the pilots in the Bombay High Court.

The Federation of Indian Pilots said the airline has failed to demonstrate that the alleged cancellation of 600 flights in August was solely attributable to resignation by pilots and added that it be treated as unsubstantiated, bald averment.

The airline, which operated its first commercial flight between Mumbai and Ahmedabad on August 7, 2022, has hit turbulence following the resignation by its pilots.

SNV Aviation Private Limited, which flies under the brand name Akasa Air, has sought a direction to the DGCA to take coercive action against pilots who failed to comply with the mandatory notice period requirements in terms of the CAR 2017.

The airline, in its plea, said it has not been able to secure any efficacious remedy to protect itself and the public from "reckless and irresponsible" actions of certain pilots and added it was deeply aggrieved by the "callous" conduct of the pilots whose actions are blatantly in the teeth of the 2017 CAR and the contractual arrangements with the company.

It said with every such "illegal" resignation, that is conveniently carried out by the pilots without consequence, other pilots are encouraged to follow the same course of action which is clear from the ever-increasing number of pilots who have resigned since the first resignation in June 2023.

The plea said the airline officials met DGCA representatives several times to explain their difficulties but failed to receive any response or assurance from the authorities after which it gave a representation to the Minister of Civil Aviation but no action appears to have been taken.

JPMorgan To Pay US Virgin Islands $75 Million To Settle Sex-Trafficking Suit

JPMorgan Chase announced Tuesday that it will pay $75 million to settle a US Virgin Islands' (USVI) lawsuit that accused the bank of facilitating Jeffrey Epstein's sex trafficking ring.

The big US bank, which previously reached a $290 million settlement with Epstein's victims, also announced an agreement with former JPMorgan executive Jes Staley for an undisclosed sum.

These cases together resolve the bank's remaining litigation over its embarrassing long-running association with the late Epstein.

The agreement with the Virgin Islands came a few weeks ahead of a scheduled trial in New York. 

The settlement includes $30 million to support USVI charitable organisations, $25 million to enhance USVI law enforcement to combat human trafficking, and $20 million in attorney fees.

The Virgin Islands had originally sought $190 million in damages for the bank's role in enabling Epstein's sex crimes, including in the Virgin Islands, where he had a residence.

The ongoing litigation has yielded myriad disclosures that have raised questions over why JPMorgan did not act more quickly to cut off Epstein after bank officials became aware of his conduct.

JPMorgan began its banking services with Epstein as early as 1998 but did not cut him off until 2013.

Plaintiffs had alleged that JPMorgan either knew or should have known from 2006 that it was supporting a sexual predator, but that the bank kept the billionaire Epstein as a client well beyond that period.

Interpol Issues Red Corner Notice Against Wanted Khalistani Terrorist Karanvir Singh

The International Criminal Police Organization, commonly known as Interpol, on Monday issued a Red Corner Notice against Karanvir Singh, a member of the banned terrorist group Babbar Khalsa International.

Interpol updated its website by putting out a Red Corner Notice for the Khalistani terrorist.

Singh is believed to be hiding in Pakistan and was a member of the pro-Khalistan terrorist group Babbar Khalsa International, intelligence sources told news agency ANI.

As per the Interpol portal, 38-year-old Karanvir Singh has roots in Punjab's Kapurthala district.

Further, according to Interpol, Singh is wanted by India for criminal conspiracy, murder, offences related to the Arms Act, and Explosive Substances Act, raising funds for terrorist acts, conspiracy, and being a member of a terrorist gang or organisation.

A Red Corner Notice is a request to the law enforcement authorities of Interpol's member countries to find and temporarily detain a person until extradition, surrender, or a similar legal process can take place.

Earlier, Interpol issued a Red Notice to all member countries against gangster Himanshu alias Bhau, who is believed to be living abroad.

Giving details, a spokesperson of Haryana Police said Rohtak Police succeeded in getting a Red Corner Notice issued against a most wanted accused, who is believed to have fled abroad.

The Red Corner Notice against the wanted pro-Khalistani terrorist comes amid a diplomatic spat between New Delhi and Ottawa in the wake of Canadian Prime Minister Justin Trudeau's claim of an India hand in the killing of Khalistani terrorist Hardeep Singh Nijjar.

New Delhi dismissed the allegations, calling them 'absurd' and 'motivated'.

At a news conference in New York, the Canadian PM, however, failed to present any evidence to back his claim of Indian involvement in Nijjar's killing. Trudeau was repeatedly quizzed on the nature of the allegations but stuck to reiterating that there were "credible reasons" to believe that India was linked to Nijjar's death.

"There are credible reasons to believe that agents of the Government of India were involved in the killing of a Canadian on Canadian soil. That is ...there is something of utmost foundational importance in a country's rule of law in a world where international rules-based order matters," Trudeau said.

"We call upon the Government of India to take seriously this matter and to work with us to shed full transparency and ensure accountability and justice in this matter," the Canadian PM added.

According to CBC News, the Canadian government invested both human and signal intelligence in a months-long investigation into Nijjar's death. That intelligence includes communications involving Indian diplomats present in Canada.

The Ministry of External Affairs on Thursday, however, said no information has been shared by Canada with regard to the killing of Nijjar.

"We are willing to look at any specific information that is provided to us, but so far we have received no specific information from Canada," Arindam Bagchi, the spokesperson for the Ministry of External Affairs (MEA), said during a briefing.

A designated terrorist in India, Nijjar was shot dead outside a Sikh temple in Surrey, British Columbia, on June 18.

BJP's Parivartan Sankalp Yatra To End With PM Modi's Rally In Jaipur

Prime Minister Narendra Modi will on Monday address a public rally in Jaipur, a culmination of a series of 'Parivartan Sankalp Yatras' taken out by the BJP in poll-bound Rajasthan, a Union minister said.

Women in large numbers will attend the 'Parivartan Sankalp Mahasabha' to thank PM Modi for the women's reservation bill, Union Minister of State Arjun Ram Meghwal said on Sunday.

He said 42 blocks have been set up at the venue of the rally and each block will be commanded by a woman who will oversee the arrangements there.

"PM Modi will arrive at the rally in an open jeep," Mr Meghwal said. 

Union Minister and BJP's election in-charge for Rajasthan Prahlad Joshi oversaw the final preparations for the rally in Dadiya village. He said people are determined to remove Congress from power in the state where elections are due later this year.

"Our 'Parivartan Sankalp Yatra' received tremendous support with large crowds attending the meetings," Mr Joshi said, adding people from across the state will gather in Jaipur on Monday for PM Modi's rally.

The Prime Minister will also pay tributes to Pandit Deendayal Upadhyay on his birth anniversary in Dhankya before addressing the public rally.

Earlier in the day, Union Minister Gajendra Singh met former chief minister Vasundhara Raje at her residence. The meeting lasted for an hour, sources said.

The BJP's four 'parivartan yatras' covered all the 200 Assembly constituencies in the state.

The first yatra was flagged off by party president J P Nadda from Ranthambore, Sawai Madhopur on September 2, and the second by Union Home Minister Amit Shah from Beneshwar Dham in Dungarpur on September 3.

The third yatra was launched by Defence Minister Rajnath Singh from Ramdevra in Jaisalmer on September 4, and the fourth by Union Minister for Road Transport and Highways Nitin Gadkari from Gotamedi, Hanumangarh on September 5.

After a string of videos of couples getting intimate in coaches of Delhi Metro surfaced online, another similar clip has surfaced on social media, angering a section of internet users. In the undated clip, a couple can be seen hugging and kissing near the automated doors of a moving metro train.

The video claims that the incident occurred near the Anand Vihar metro station. It is to be noted that the Delhi Metro Rail Corporation has repeatedly urged passengers to not indulge in such activities and act appropriately inside the train. NDTV cannot verify the authenticity of this video. 

The video was captioned as, ''Another emotional video of Anand Vihar #delhimetro (OYO).
Maybe we have forgotten that love is blind, people are not.''

The video has enraged many social media users who urged the DMRC to take action on the matter. Others questioned the idea of filming the act and circulating the couple's video without their consent.

One user wrote, ''Shows the couple's immaturity - could have avoided unwanted attention. And discussing it for a long time is also unnecessary.'' Another commented, ''This is become regular in Delhi? why? looking very very awkward.''

A third said, ''Seriously what's wrong if they are kissing each other and not disturbing anyone else, looks like people like you have no other work than interfering in other people's lives.''

In May this year, the Delhi Metro Rail Corporation said that it had decided to strengthen patrolling at stations and inside trains by uniformed security personnel and staffers in plain clothes after a string of such videos caused controversy. 

The Delhi Metro also requested commuters to report such incidents to the "nearest available metro staff/CISF immediately so that appropriate action can be taken".

 A few months back, a video of a young couple kissing each other while sitting on the floor of a metro coach went viral on social media. The DMRC in a statement said that it "expects its commuters to behave responsibly while using the Delhi Metro and follow all social etiquette and protocols which are acceptable in the society".

"Commuters should not indulge in any indecent/obscene activity that may cause discomfort or could offend the sensibilities of other fellow commuters. DMRC's Operations & Maintenance Act in fact lists out indecency as a punishable offence under Section 59," it said.

2 Newborns Die Of 'Cold' In UP Clinic, Doctor Arrested: Cops

Two newborns died at a private clinic in Shamli district on Sunday allegedly because they were kept in a room that was too cold, police said.

The families of the newborns alleged that the owner of the clinic -- Dr Neetu -- on Saturday had kept the air conditioner on overnight because he wanted to sleep well. The babies were found dead the next morning.

SHO (Kairana) Netrapal Singh said on a complaint filed by the families of the children, a case under section 304 (punishment for culpable homicide not amounting to murder) of the IPC has been registered against Neetu.

He has been arrested, the SHO said.

Meanwhile, the health department has ordered an inquiry into the incident.

Additional Chief Medical Officer (ACMO) Dr Ashvani Sharma said strict action will be taken against those found guilty in this case.

According to the complaint, the babies were born in the government primary health centre in Kairana on Saturday and later shifted to the private clinic on the same day.

They were kept at the phototherapy unit for treatment. Dr Neetu switched on the air conditioner for sleeping on Saturday night, and both the children were found dead the next morning at the unit when their families went to see them, they said.

The families of the victims protested over the incident and demanded strict action against Neetu.

Russia Minister Dismisses Ukraine Peace Plan, UN Bid To Revive Grain Deal

Russia's Foreign Minister Sergei Lavrov said on Saturday that Ukraine's proposed peace plan as well as the latest UN proposals to revive the Black Sea grain initiative were both "not realistic."

Lavrov spoke at a press conference after a week of intense global diplomacy at the annual gathering of world leaders at UN headquarters in New York where Ukraine and its Western allies sought to drum up support for Kyiv.

"It is completely not feasible," Lavrov said of a 10-point peace blueprint promoted by Kyiv. 

"It is not possible to implement this. It's not realistic and everybody understands this, but at the same time, they say this is the only basis for negotiations."

He said the conflict would be resolved on the battlefield if Kyiv and its Western allies stuck to that stance.

Lavrov added that Moscow left the Black Sea grain initiative because promises made to Russia - including removing sanctions on a Russian bank and reconnecting it to the global SWIFT system - had not been met.

He said the latest UN proposals to revive that export corridor for Ukrainian agricultural products were "simply not realistic".

Poll Body To Decide On J&K Assembly Elections, BJP Ready: Jitendra Singh

The BJP is always ready for elections and it is up to the Election Commission (EC) to decide when the Jammu and Kashmir Assembly polls will be held, Union minister Jitendra Singh said here on Saturday.

The Lok Sabha MP from Udhampur also said the situation in Jammu and Kashmir has improved a lot over the last few years.

"It is up to the EC to decide when the election will be conducted. As far as the BJP is concerned, it is always ready for every election -- whether it is the panchayat, Assembly or Parliament," Mr Singh told reporters on the sidelines of a function here.

The Union minister of state in the Prime Minister's Office (PMO) also said "there have been no incidents of stone-pelting (in Jammu and Kashmir) for so many years now. Encounters do not take place while walking on the roads. The status of tourism is such that houseboats and hotels are full of tourists".

Jitendra Singh said Jammu and Kashmir has an important role to play in India's growth story as it emerges as a powerful country in the next 25 years, as envisaged by Prime Minister Narendra Modi.

"The prime minister says India will emerge as a powerful nation in the world in the next 25 years and in that journey of development, Jammu and Kashmir has an important role to play," he said.

Doja Cat's New Song 'Balut' Has Sparked Outrage In Philippines. Here's Why

American rapper Doja Cat recently released her brand-new single track called 'Balut', which refers to a Filipino street food dish, as per CNN. After many wondered what the title meant, the singer took to Instagram stories to educate her fans about it. However, her inaccurate explanation of the song's meaning left many fans in the Philippines livid and sparked outrage online.

''I named the song 'Balut' because it signifies a bird that's being eaten alive. It's a metaphor for Twitter stans and the death of Twitter toxicity. The beginning of ‘X' and the end of ‘tweets,” she wrote in an Instagram Story, explaining its significance.

Notably, 'Balut' is made of a fertilized developing egg embryo, which is boiled and eaten from the shell directly. However, the bird is not alive when it's eaten.

Chandrayaan-3 Mission Cost Less Than Some Space Movies: Finance Minister

Union Finance Minister Nirmala Sitharaman on Wednesday said that the success of Chandrayaan-3 will have a big impact on India's industrial and technological ecosystem.

While speaking in the Rajya Sabha, the Union Minister briefed the House about the Chandrayaan-3 mission of the Indian Space Research Organisation (ISRO).

"In 1975, we launched our first satellite Aryabhatta with the help of the Soviet Union's (USSR). Now, the success of Chandrayaan-3 will have a big impact on India's industrial and technological ecosystem. Although we needed help from the Soviet Union to launch our first satellite Aryabhatta, today we have launched 431 foreign satellites for other countries till July 2023," Ms Sitharaman said in the Upper House.

The Minister also praised ISRO's innovative choices in the Chandrayaan-3 project, like choosing a route that allows a cost-effective and sustainable method of accomplishing the project.

"Chandrayaan-3 mission cost only around US $75 million (approximately). Our Chandrayaan-3 mission commanded a lesser budget than some movies made on space itself...," she said.

Notably, day 3 of the Parliament special session witnessed a debate on the women's reservation Bill in the Lok Sabha, while the Rajya Sabha discussed India's space journey focusing on Chandrayaan-3's successful soft-landing on the moon.

India took a giant leap as the Chandrayaan-3 lander module successfully landed on the moon's South Pole on August 23, making it the first country to have achieved the historic feat and bringing to an end the disappointment over the crash landing of the Chandrayaan-2, four years ago.

After having landed, the Vikram lander and the Pragyan rover performed different sets of tasks on the lunar surface, including finding the presence of sulphur and other minor elements, recording relative temperature, and listening to movements around it.

The stated objectives of Chandrayaan-3, India's third lunar mission were a safe and soft landing, rover roving on the Moon's surface, and in-situ scientific experiments. Meanwhile, the Vikram lander and Pragyan rover are in "sleep mode", with awakening expected around September 22.

Black Student's Suspension From US School Over Hairstyle Sparks Controversy

A black male high school student in Texas was suspended from school twice for wearing his hair in twisted dreadlocks. After serving his first in-school suspension, he returned to school the next day with his hair in the same style. He was immediately suspended again.

Darryl George, a junior at Barbers Hill High School in Mont Belvieu, received multiple disciplinary action notes and was placed on in-school suspension for wearing his locs hairstyle in a ponytail, his mother, Darresha George, told CNN.

She said Darryl was suspended the same week the state's CROWN Act, a law prohibiting discrimination based on one's hair texture or protective hairstyle such as locs and braids, went into effect.

According to CNN, school officials told George his loc hairstyle violated the Barbers Hill Independent School District dress and grooming code, which states, "Male students' hair will not extend, at any time, below the eyebrows or below the ear lobes."

Darresha George mentioned that her son is feeling frustrated because of the current situation.

"He's very anxious and very aggravated right now because he keeps getting punished for something that's irrelevant to his education," she said.

"He has to sit on a stool for eight hours in a cubicle. That's very uncomfortable. Every day he'd come home, he'd say his back hurts because he has to sit on a stool," she told NBC News.

In George's family, all the men have dreadlocks, going back generations. To them, the hairstyle has cultural and religious importance, his mother said.

"Our hair is where our strength is; that's our roots," Darresha George said. "He has his ancestors locked into his hair, and he knows that."

George stated that her family has retained legal representation and is contemplating taking legal action.

24 Dead, 35 Injured After Bus Plunges Into Ravine In Peru

At least 24 people were killed and 35 injured on Monday, when a bus careened off the edge of a rural mountain road in southeastern Peru, according to police and health officials.

The accident occurred before dawn, when a bus traveling between two Andean towns overturned and fell into a 200-meter-deep ravine in the region of Huancavelica, a police official told AFP.

"The number of dead has risen to 24, including two children," the health ministry posted on social media. The police had earlier reported 20 deaths.

An accident in the same region last month left 13 people dead and five seriously wounded.

Accidents frequently occur along Peruvian highways due to speeding, poor road conditions, lack of signage and poor enforcement of traffic rules.

The World Health Organization estimated 4,414 road fatalities in Peru in 2019, or 13.6 per 100,000 inhabitants.

What PM Modi Said On Women MPs Hours Before Cabinet's Move On Quota Bill

Prime Minister Narendra Modi on Monday said the contribution of women parliamentarians has been on the rise over the years, hours before sources said the Union Cabinet has approved the women reservation bill.

The Prime Minister said more than 7,500 public representatives have served in both Houses whereas the number of women representatives has been approximately 600.

The Prime Minister noted the contributions of women parliamentarians have helped burnish the dignity of the House.

"Be it Dalits, oppressed, adivasis, backwards or women, every section's contribution has increased gradually," he said.

This comes as PM Modi, earlier in the day, said that "historic decisions" will be taken this Parliament session which may be of short duration but is big on occasion.

Cutting across political lines, leaders have demanded the introduction of the Women's Reservation Bill, which guarantees 33 per cent quota in Parliament and state legislatures.

Congress spokesman Jairam Ramesh welcomed the "reported decision" of the Union Cabinet.

"It's been a long-standing demand of the Congress party to implement women's reservation. W "We welcome the reported decision of the Union Cabinet and await the details of the Bill. This could have very well been discussed in the all-party meeting before the Special Session, and consensus could have been built instead of operating under a veil of secrecy," Ramesh said on X, formerly Twitter.

Ever since it was announced that the Parliament session would be held from September 18-22, there has been speculation on various bills, including the women's reservation bill.

The Women's Reservation Bill passed by the Rajya Sabha in 2010 had provision for 33 per cent reservation for women in Lok Sabha and state assemblies.

Speaking in the Lok Sabha, PM Modi highlighted the changing composition of the House over the years, saying it had become more inclusive with all sections of society finding representation.

"Inclusive atmosphere has kept manifesting the aspirations of the people with full power," he said.

China Summons German Envoy After Minister Calls Xi Jinping "Dictator"

Beijing summoned the German ambassador to China after Foreign Minister Annalena Baerbock called President Xi Jinping a "dictator", Berlin said Monday, in the latest flare-up of tensions between the countries.

While they are major trade partners, Berlin-Beijing ties have been fraying as some in the German government take a harder line over issues ranging from human rights to Taiwan.

Annalena Baerbock, who has pushed for a more hawkish line, made the remarks in a Fox News interview on September 14 during a visit to the United States.

While talking about the Ukraine war, she said: "If Putin were to win this war, what sign would that be for other dictators in the world, like Xi, like the Chinese president? So therefore Ukraine has to win this war."

A foreign ministry spokesman in Berlin confirmed to AFP that Germany's ambassador "was summoned to the Chinese foreign ministry (on Sunday)" in relation to the remarks.

The confirmation that China summoned ambassador Patricia Flor came after China said earlier Monday that it was "strongly dissatisfied" with Baerbock's remarks.

"(The comments) are extremely absurd and are a serious infringement of China's political dignity and an open political provocation," foreign ministry spokeswoman Mao Ning said at a daily news conference.

On China's protests over her remarks during a visit to New York, Baerbock replied only that she had "taken note" of them.

A government spokesman refused to comment on what Chancellor Olaf Scholz's view was about the remarks.

But the spokesman added that it was clear "that China is ruled by a Communist, one-party regime, and it is also clear that this does not correspond to our idea of a democracy".

Harder line

Sunday was the third recent occasion that China has summoned Germany's ambassador.

Beijing also did so after Germany's education minister visited Taiwan in March, the first cabinet-level German visit to the island in 26 years.

Beijing claims Taiwan as its own territory to be seized one day and has been ramping up pressure on the self-ruled, democratic island.

In addition, the German envoy was called in following a G7 foreign ministers' statement about Taiwan in August 2022, when Germany was holding the presidency of the group.

Germany is taking a harder line against China, and in July published a new policy against a more "assertive" China after months of wrangling within the government over its strategy.

It marks a fine balance between the two differing positions in its coalition government, calling Beijing a "partner, competitor, systemic rival".

Baerbock, from the Green party, has called for a tougher stance and for a greater emphasis on human rights, while Scholz, a Social Democrat, has backed a more trade-friendly stance.

There are also growing concerns in Berlin about potentially risky Chinese investments at home and German businesses' heavy reliance on doing business in China.

Earlier this week, a source confirmed Germany had blocked a complete Chinese takeover of a satellite startup aimed at rivalling Starlink on national security grounds.

Last year, the government blocked the sale of two chipmakers to Chinese investors due to security concerns.

The proposed sale of a stake in Hamburg port to a Chinese firm sparked a furious political row, but Scholz ultimately approved the acquisition of a stake, albeit at a reduced size.

Panos Panay, the chief product officer at Microsoft, who oversaw the development of Surface devices and Windows 11, is leaving the company after 19 years. Mr Panay announced his departure from the company via a post on X.

In a tweet, he wrote, ''After 19 incredible years at Microsoft, I've decided to turn the page and write the next chapter. I'm forever grateful for my time at Microsoft and the amazing people I had the honor to make products with.''

In an internal email to staff, Microsoft Executive Vice President Rajesh Jha confirmed Mr. Panay's departure. The email read, ''After nearly 20 years at the company, Panos Panay has decided to leave Microsoft. Panos has had an incredible impact on our products and culture as well as the broader devices ecosystem.

Under Panos' leadership, the team created the iconic Surface brand with loved products. More recently, as the leader of Windows, the team has brought amazing services and experiences to hundreds of millions with Windows 11 on innovative devices including those from our OEM partners. Notably, Mr. Panay joined Microsoft in 2004 as one of the company's group program managers and became the person in charge of supervising the Surface hardware division as well as other products. He was named the company's chief product officer in 2018 and was promoted to executive vice president after a successful Windows 11 launch in 2021. 

"Thank you, Panos, for your impact on our products, culture, company, and industry over the past two decades. I'm grateful for your leadership, support, and all you've done for Microsoft and our customers and partners," Microsoft CEO Satya Nadella said in an emailed statement. 

As per TechCrunch, the news comes just days before a New York City event set to debut new Surface hardware.

Tesla, Saudi Arabia In Early Talks For Electric Vehicle Factory: Report

Saudi Arabia is in early talks with US electric automaker Tesla to set up a manufacturing facility in the kingdom, the Wall Street Journal reported on Monday, citing sources familiar with the matter.

The report comes just hours after Turkish President Tayyip Erdogan asked Tesla CEO Elon Musk to build a vehicle factory in Turkey, according to the country's communications directorate.

Elon Musk is also set to meet Israeli Prime Minister Benjamin Netanyahu in California on Monday.

Saudi Arabia has been wooing Tesla with the right to purchase certain quantities of metals and minerals the company needs for its electric vehicles from countries, including the Democratic Republic of Congo, the report said.

The kingdom has been trying to shift its economy away from oil, while its sovereign wealth fund is the majority investor in Lucid Group, one of the EV startups looking to challenge Tesla's dominance of the industry.

One of the proposals the kingdom is considering involves extending financing to commodities trader Trafigura for a flailing Congo cobalt and copper project, which could help provide a Tesla factory with supplies, the WSJ report said.

A Trafigura spokesperson said the trader was reviewing its options for the Mutoshi project in Congo amid rising costs and persistently low cobalt prices.

Tesla did not immediately respond to Reuters requests for comment, while Saudi Arabia's sovereign fund, the Public Investment Fund, declined to comment.

Elon Musk said in May Tesla would probably pick a location for a new factory by the end of 2023. It currently has six factories and is building a seventh in Mexico in northern Nuevo Leon state.

Tesla has a goal to sell 20 million vehicles a year by 2030, up from around 1.3 million in 2022.

US Auto Union Chief Warns Ready To 'Amp Up' Strike If No Deal

Workers and management from the iconic "Big Three" auto giants were to face off at the negotiating table Saturday on the second day of a strike threatening to disrupt the economy and rock the 2024 presidential election campaign.

After a failed last-minute push by General Motors, Ford and Stellantis to produce an agreement before the deadline late Thursday, United Automobile Workers members walked out Friday.

They appeared determined to stick with the action, even as Ford quickly announced that ripple effects from the walkouts meant temporary layoffs of 600 jobs.

UAW President Shawn Fain said late Friday that it wasn't true "negotiations have broken down."

However, he added that "our members and allies are standing strong at the picket lines. Anyone who wants to stand with us can grab a sign and hold the line."

"Tomorrow, we expect to be at the bargaining table," he said. "All three companies have received a comprehensive counteroffer from our union, and we await their response."

Only about 12,700 of the 150,000 workers represented by the UAW are on strike. However, the decision by the rival companies' employees to act in unison sent a powerful message in their battle for pay increases of 40 percent.

The upheaval in the crucial sector, involving brands like Jeep, threatens the US economy in a period of strong growth and inflationary pressure.

President Joe Biden, who is seeking reelection next year, gave his backing to the strikers, saying he understood their "frustration."

Speaking on live TV from the White House, Joe Biden said workers had not been able to benefit from enormous corporate profits, which exceeded $20 billion for the three giants in just the first half of 2023.

"The companies have made some significant offers but I believe they should go further to ensure that record corporate profits mean record contracts for the UAW," the Democrat said.

Underlining the unions' political clout, leftist Senator Bernie Sanders and Michigan's Democratic governor, Gretchen Whitmer, addressed a crowd of strikers late Friday.

"This is the richest country in the history of the world and families in this country and families in the auto industry should not have to live under this kind of stress," Sanders said.

- Hourly workers left behind -
Fain said the union would strike at one plant at each company: a GM factory in Wentzville, Missouri; a Stellantis facility in Toledo, Ohio; and a Ford plant in Wayne, Michigan, but only in the final assembly and paint operations.

The threat however was clear that the strike could expand.

Many hourly workers say the auto giants must produce significantly better packages to make up for what they call meager wages and benefit cuts after the 2008 financial crisis, when both GM and Chrysler, now part of Stellantis, underwent bankruptcy reorganizations.

"This company has been making money off of us for years," said Paul Sievert, who has worked at Ford's Wayne plant for 29 years. "I think it's time that we got back."

Sticking points also include raising pay and benefits for junior employees to match the level of more seasoned workers, who currently make a top rate of around $32 an hour.

General Motors upped its offer Thursday, lifting a proposed wage increase to 20 percent. The company had previously proposed an 18 percent rise, according to the UAW.

In a statement Friday, GM said it would "continue to bargain in good faith with the union to reach an agreement as quickly as possible."

White House National Security Advisor Jake Sullivan met with Chinese Foreign Minister Wang Yi over the weekend, officials said Sunday, in the latest effort to ease tensions between the superpowers.

Jake Sullivan and Wang Yi met in the Mediterranean island nation of Malta on Saturday and Sunday, the White House said.

President Joe Biden and his Chinese counterpart Xi Jinping have not talked or met since a summit in Bali last year but US officials say they are working to renew contact between the two leaders.

A string of high-level US officials, including Secretary of State Antony Blinken and Treasury Secretary Janet Yellen, have met recently with Chinese officials to prepare a possible Xi-Biden meeting.

The White House said Jake Sullivan and Wang Yi "committed to maintain this strategic channel of communication and to pursue additional high-level engagement."

A Chinese government statement on the Malta meeting largely echoed the US version, saying "the two sides conducted candid, substantive and constructive strategic communication."

Wang Yi brought up the issue of Taiwan -- a self-governing, democratic island that China claims but which also receives strong US support -- as a "red line that cannot be crossed in Sino-US relations."

"The United States noted the importance of peace and stability across the Taiwan Strait," according to the White House readout.

Manipur, Simultaneous Polls: What Was Discussed In Key Congress Meet

Gearing up for the upcoming Assembly and Lok Sabha polls, the Congress on Saturday made a strong pitch for social justice and resolved to make the INDIA bloc an "ideological and electoral success" to free the country from "divisive politics".

After about five hours of deliberations at the first meeting of the reconstituted Congress Working Committee, the party also called for the passage of the women's reservation bill in the upcoming special session of Parliament, conducting a caste census and increasing the limit of reservation for SCs, STs and OBCs.

The resolution also rejected the idea of "one nation, one election", calling it an attack on the federal structure.

This was the first meeting of the CWC which was reconstituted by party chief Mallikarjun Kharge on August 20. This is also after years that the CWC has met outside of Delhi, a move seen as an attempt to consolidate the support base in poll-bound Telangana and go all out to oust the BRS from power in the state.

The CWC "wholeheartedly" welcomed the continuing consolidation of the Indian National Developmental Inclusive Alliance (INDIA) claiming it has already rattled Prime Minister Narendra Modi and the BJP.

"The CWC reiterates the Congress party's resolve to make the INDIA initiative an ideological and electoral success so that our country is freed from divisive and polarising politics, the forces of social equity and justice are strengthened, and the people get a Union Government that is responsible, responsive, sensitive, transparent and accountable," the resolution read.

The CWC also demanded that the women's reservation bill be passed during the special session, beginning Monday.

"The CWC also calls for increasing the existing upper limit of reservations for Scheduled Castes, Scheduled Tribes and OBCs," the resolution said.

Expressing grave concern at rising unemployment and rise in prices, it said Prime Minister Modi's so-called Rozgar Melas are a "hoax to cover up the abject failure" to create, as promised, two crore jobs a year.

"The failure to conduct the decennial Census, due in 2021, is a national and an international shame," the party said in its resolution.

"The CWC also underlines the stubborn refusal of the Modi government to conduct a Caste Census," the resolution said, adding that this refusal in the face of a universal demand has exposed the BJP's lack of commitment to social and economic justice and its bias against backward classes, Dalits and tribal people.

The CWC also summarily rejected any call for a new Constitution and termed the argument that the basic structure of the Constitution can be changed as "mischievous".

The Modi government's "assault on the Constitution" must be condemned and resisted by all democratic forces to safeguard the foundational ideas of the Constitution drafted by B R Ambedkar and his compatriots, the party resolution said.

The CWC also alleged that the Modi government has systematically undermined federalism through overriding legislation, reduction in the states' share of tax revenues, misuse of the office of governor, creating roadblocks in implementing schemes and programmes in Opposition-governed states.

In his opening remarks at the meeting, Mr Kharge claimed that the country is facing "serious internal challenges" and alleged that the BJP was "adding fuel to the fire" to flare up incidents of violence like in Manipur and Haryana that tarnish the image of a progressive and secular India.

Mr Kharge also referred to the upcoming special session of Parliament to caution party workers of the government's "intentions" and alleged that "it wants a Parliament without the opposition".

He also said the party demands an immediate start of the 2021 Census process along with a caste census to ensure that rights of deprived sections of society are safeguarded.

"Today, the country is facing many serious internal challenges. The whole world witnessed the heart-wrenching incidents in Manipur. The Modi government ensured that the fire of Manipur violence reached Nuh in Haryana. Due to incidents of violence there, communal tension spread in Rajasthan, Uttar Pradesh and Delhi," Mr Kharge alleged.

"These incidents tarnish the image of modern, progressive and secular India. In these circumstances, the ruling party, communal organisations and a section of the media are adding fuel to the fire. It destroys the secular fabric of the country. We have to together identify and expose such forces," the Congress chief asserted.

Briefing reporters on the deliberations at the CWC, senior Congress leader P Chidambaram said if the BJP puts forward the mirage of "one nation, one election" it is only to divert attention from the pressing issues and to create a false narrative.

He also accused the government of "complete failure" on the political, economic and national security fronts and claimed there is a challenge to the constitutional and federal structure of the country under the BJP.

The CWC resolution also noted that parliamentary debate and scrutiny "have all but disappeared" and far-reaching legislations are hurriedly pushed through without proper scrutiny and discussion.

"The Chief Election Commissioner and Other Election Commissioners (Appointment etc) Bill introduced in Parliament will severely compromise the independence of the Election Commission to conduct free and fair elections," the party claimed.

The CWC also unequivocally condemned the incursions by China into Indian-held territory and the repeated provocations like publishing maps that include Arunachal Pradesh and other parts of India.

"The CWC calls upon the government to come clean on the border dispute with China and take a resolute stand against any challenge to the territorial integrity of India," the resolution said.

Talking about social harmony, the party resolution said the CWC stands with people for communal harmony, social and economic fraternity, fulfilment of the aspirations of youth, and for a strong, proud and respected nation enjoying an honoured place in the international community.

"The CWC pledges to restore a nation of which every Indian, irrespective of caste or religion, whether rich or poor, young or old, can be proud," the resolution said.

Top Congress leaders, including Mr Kharge, former party chiefs Sonia Gandhi and Rahul Gandhi, Rajasthan Chief Minister Ashok Gehlot, Chhattisgarh CM Bhupesh Baghel, Himachal Pradesh CM Sukhvinder Singh Sukhu and Karnataka CM Siddaramaiah, participated in the discussion at the new CWC meet focusing on preparing a comprehensive road map for ensuring the party's victory in the upcoming assembly polls in five states and the 2024 Lok Sabha elections.

Priyanka Gandhi Vadra and other senior leaders including KC Venugopal, P Chidambaram, Jairam Ramesh and new young members also participated in the discussions.

The CWC meeting began around 3 pm, soon after the unfurling of the party flag at the Taj Krishna Hotel here.

The deliberations would continue on Sunday during the extended working committee session with a focus on the strategy for upcoming assembly polls in five states and the Lok Sabha elections.

Delhi Couple Arrested For "Unlawful" Conversion Of Dalit Man In UP: Cops

Police on Saturday arrested a couple for the "unlawful" conversion of a Dalit man to Islam in the Thana Bhawan area of Uttar Pradesh's Shamli district, officials said.

"We have arrested Shokeen and his wife Kamerbetoon alias Mahi, both residents of Okhla in New Delhi, regarding the unlawful conversion of a Dalit man," Superintendent of Police (SP) Abhishek said.

The couple allegedly converted the man to Islam a few days ago, he said.

The police have lodged a case against the couple under provisions of the Indian Penal Code and the UP Prohibition of Unlawful Conversion of Religion Act.

"The accused are also said to be involved in the conversion of some other people from the village. Our teams are investigating," the police officer said.

Delhi Fashion Designer Accuses Friend Of Raping Her At His Mumbai Home

A 28-year-old fashion designer based out of Delhi has accused her businessman friend of raping her during her stay at his house in Mumbai, the police said on Thursday.

The woman lodged a complaint with the police in suburban Mumbai's Khar last evening, they said.

In her complaint, the woman said she was visiting Mumbai for the first time and stayed at the home of her businessman friend in Khar, they added.

During her stay there, the accused allegedly raped, sexually harassed, and assaulted her, a police official said.

Based on her complaint, a case of rape, sexual harassment, assault, or use of criminal force to a woman with intent to disrobe, voluntarily causing hurt, and using a word, gesture, or act intended to insult the modesty of a woman has been filed against the accused under the Indian Penal Code, he added.

The accused is on the run and the police have launched an operation to trace him, they said.

Brazil Court Sentences Man To 17 Years In Jail For Anti-Government Riots

Brazil's Supreme Court announced a 17-year jail term Thursday for the first defendant tried and convicted over the storming of the seats of power by supporters of far-right ex-president Jair Bolsonaro.

After a trial that began only Wednesday, the court's 11 justices ruled unanimously to convict 51-year-old Aecio Pereira, with a majority finding he had committed serious crimes including an attempted coup when he stormed the floor of the Senate on January 8, as thousands of Jair Bolsonaro supporters rioted in a bid to oust leftist President Luiz Inacio Lula da Silva.

Overwhelming security, the mob also invaded the presidential palace and the high court itself, smashing windows, throwing furniture into fountains, vandalizing artwork and turning the Senate's central dais into a slide.

It was the first verdict over the riots, which deeply shook a nation still divided by Lula's narrow win over Jair Bolsonaro in Brazil's October 2022 presidential race.

The violence, which came a week after Lula's inauguration, drew inevitable comparisons to the invasion of the US Capitol on January 6, 2021 by supporters of then-president Donald Trump -- Jair Bolsonaro's political role model.

"The (rioters') objective was to violently seize Brasilia and spread a criminal attack against the rule of law across the country," Justice Cristiano Zanin said Thursday in delivering his ruling.

Three of the court's judges ruled to convict Aecio Pereira on only some of the five charges he faced, including lesser counts such as destruction of property.

Eight ruled to convict him on all five counts, including violent uprising against the rule of law and an attempted coup.

Aecio Pereira, who denied wrongdoing, made an obscenity-laced cell-phone video of himself at the Senate president's table during the riots, wearing a T-shirt marked "Military Intervention" and urging fellow Jair Bolsonaro supporters to "take to the streets."

Lawyers for Aecio Pereira, reportedly a former employee of the Sao Paulo municipal sanitation company, told the court their client was unarmed and committed no acts of violence.

Defense attorney Sebastiao Coelho da Silva called the trial "politically motivated."

He is the first defendant to be tried over the riots, in an initial batch of four cases before the Supreme Court.

They each face a total of up to 30 years in prison.

In all, the high court plans to hear a total of 232 cases involving the most serious alleged crimes committed during the riots.

Prosecutors are also investigating more than 1,000 others over the attacks, mostly on lesser charges that could be settled in plea bargains.

Investigators are also working to trace the financial backers behind the protests and establish whether police and army officers played a role. Seven Brasilia police commanders were arrested last month for dereliction of duty in connection with the riots.

Jair Bolsonaro, who was in the United States at the time, faces investigation over accusations of inciting the riots.

The 68-year-old ex-army captain, an open admirer of Brazil's 1964-1985 military regime, denies wrongdoing.

"Some people are obsessed with trying to link me" to the events of January 8, he told newspaper Folha de Sao Paulo on Monday.

Jair Bolsonaro is also under investigation over various allegations of corruption and abuse of office.

In June, electoral authorities barred him from running for office for eight years over his unproven allegations that Brazil's electronic voting system was vulnerable to large-scale fraud.

Existing Rules On Insurance, Helmets For 2-Wheelers Apply To EVs: Court

The existing rules on mandatory insurance cover, wearing of headgear on two-wheelers, and penal action for non-compliance are already applicable to electric vehicles, the Delhi High Court said today.

The High Court directed the Delhi government to continue ensuring that the subsidy offered by the government for electric vehicles registered in the city is being disbursed timely.

The order came when the court was dismissing a Public Interest Litigation (PIL) seeking directions to the authorities to make insurance coverage compulsory for electric two-wheelers in accordance with the provisions of the Motor Vehicle Act.

The PIL also sought the court's direction to the authorities for mandatory wearing of helmets on all electric motorcycles and scooters.

A bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad said the PIL was filed solely on the basis of two news reports and the claims, allegations, and issues raised by the petitioner largely remain unsubstantiated and that such "frivolous PILs", instead of enabling access to justice, actually hinder it by "wasting precious judicial time".

"Had there been some due diligence exercised and research done on the part of the petitioner, it would have been apparent that the issues raised by the petitioner in the instant PIL have already been addressed through relevant statutes, rules, and notifications," the bench said in its judgment.

It said the doctrine of PIL has been developed by courts through various judgments to address issues of public interest and to aid those who have been caused public injury or whose fundamental rights have been infringed and whose grievances have gone unnoticed.

"However, it is often seen that frivolous PILs are filed before the courts which cause significant delays in disposing of cases of genuine litigants with legitimate grievances.

"While this court is cognisant of the purpose for which the doctrine of PIL has been developed, it must also ensure that persons do not abuse the liberal rules pertaining to PILs and waste the precious judicial time of this court," the bench said.

The court advised the petitioner to exercise necessary diligence and restraint before filing such PILs.

Petitioner Rajat Kapoor, an advocate, submitted in his plea that under Section 146 of the MV Act, it is compulsory for a person to obtain an insurance policy against third-party risk caused by the use of a motor vehicle.

He contended that the provision does not cover EVs and that the Delhi Electric Vehicles Policy, 2020 covers various issues pertaining to EVs. However, the same does not cover the issue of an insurance policy to be obtained in respect of EVs by those wishing to use them.

Delhi government additional standing counsel Anuj Aggarwal told the court that the subsidy offered for EVs registered in the national capital is being duly disbursed in a timely manner on a priority basis.

Mr Aggarwal submitted the term "Battery Operated Vehicles" is defined under Rule 2(u) of CMV Rules and, therefore, EVs are covered under the MV Act and the rules framed thereunder.

"As the relevant provisions of the MV Act and Central Motor Vehicles (CMV) Rules are already applicable to EVs, specifically pertaining to mandatory insurance cover, wearing of headgear on two-wheelers, and penal provisions for non-compliance of the provisions, this court is of the opinion that no orders or directions are required to be passed in this respect," the bench said.

It said similarly, that as the Union of India has already prescribed standards to be followed by manufacturers for batteries to be used in battery-operated vehicles/ EVs, there is no need for any orders or directions to be passed by this court.

Trump's Trial On Election Fraud Case Won't Begin In October: Judge

Donald Trump's Georgia trial on charges of trying to overturn his 2020 election defeat won't begin in October, a judge said on Thursday in a ruling that will allow the former US president to be tried after two of his former attorneys.

Fulton County Superior Court Judge Scott McAfee cited logistical concerns and the array of unsettled legal issues in separating the trial of attorneys Kenneth Chesebro and Sidney Powell from Trump and the other 16 co-defendants.

A trial date for Trump, the front-runner for the 2024 Republican presidential nomination, has not yet been set, and the judge indicated the case may have to be split up further.

McAfee previously voiced skepticism that all 19 defendants could be tried together.

Trump was charged in August in an indictment alleging he and his co-defendants conspired to pressure Georgia election officials to reverse his loss to Democratic President Joe Biden.

Trump and the other defendants have pleaded not guilty.

Powell and Chesebro, two attorneys accused of aiding Trump's efforts to reverse his election defeat, previously asked for a speedy trial, which is scheduled to begin October 23. Trump and several other defendants said that timeline would not give them enough time to prepare a defense.

Teen Dies By Suicide In UP's Kanpur, Case Against Relative For Rape

A 17-year-old girl killed herself by consuming poison after which her distant relative was on Thursday booked on the charges of rape and abetment to suicide, police said.

The girl committed suicide at her house on September 11. She was admitted to a private hospital and discharged the next day. However, her condition deteriorated a few hours later and she was again rushed to a government hospital where she succumbed, they said.

Deputy Commissioner of Police (West) Lakhan Singh Yadav said a suicide note was recovered from the victim's home following which a case was filed against accused Rohit (20) at Rawatpur police station on the complaint of the minor's father.

Rohit, a resident of Sajeti, who raped the minor on several occasions is said to be her distant relative, he said.

The FIR has been lodged under the Indian Penal Code sections 376 (rape), 306 (abatement of suicide), 506 (criminal intimidation) and relevant sections of the Protection of Children from Sexual Offences (POCSO) Act, the DCP said.

The accused has been missing since the incident, police said, adding that Rohit's 54-year-old was on Thursday detained for questioning to know about his whereabouts.

The body has been sent for a post-mortem and an investigation is underway.

Army Dog 'Kent' Who Died In Rajouri Encounter Participated In 9 Operations

Kent, the six-year-old Army dog that was killed saving the life of a soldier during an encounter in Jammu and Kashmir, had participated in nine operations before this.

The female Labrador-type dog of the 21st Army dog unit was killed on Tuesday while trying to save her handler in the Union Territory's Rajouri district.

"Kent was leading a column of soldiers pursuing fleeing terrorists. It was shot dead by hostile fire," a defence official said.

Northern Army Commander Lieutenant General Upendra Dwivedi said, "Our Kent laid down her life to save her handler. She attacked the terrorist by moving ahead first." Two terrorists and one Army soldier were killed, while three other security personnel - two Army jawans and one special police officer - were injured in the encounter in the district's Narla village. Kent led the charge in 'Operation Sujaligala'.

Kent's body was wrapped in the tricolour, a wreath laid on it as Army personnel paid their last respects to her on Wednesday.

Carrying an Army number 08B2, golden-coloured Kent was a special tracker dog which participated in its first operation on Poonch link-up day on November 14 last year, followed by the induction in operation on December 30 last year, a press brief released by the Army said.

Kent took part in search operations on January 27, and September 11 and an investigation into a theft case on April 4.

She also took part in refresher courses and several training sessions to refine her skills.

"Kent laid down her life in the best traditions of the Indian Army while shielding its handler," an official had said on Tuesday.

Man Streams Suicide On Instagram, Wife Says Woman Friend "Tortured" Him

A 35-year-old man in Gurugram allegedly died by suicide while he was live-streaming on Instagram from a hotel room, the police said. The man has been identified as Vikram, they added.

His wife, Neeru, has accused a woman of blackmailing him and forcing him to take the step.

In her complaint, Neeru, a native of Hisar, claimed Vikram was invited to a hotel in Sector 38 by his friend Anshi to celebrate her birthday.

"At the hotel, my husband was forced to die by suicide and stream it live on Instagram. She was constantly blackmailing Vikram and demanding money from him. She had some objectionable videos of them which she threatened to make upload online. She tortured Vikram twice and forced him to kill himself," Neeru said in her complaint, according to the police.

The couple lived with their two children in Gurugram's Rajendra Park area, she said.

Following her complaint, an FIR was registered against the female friend under the Indian Penal Code for abetment to suicide, the police said.

"An FIR has been registered against Anshi, a native of Himachal Pradesh, as per the complaint. We are verifying the facts and action will be taken as per the law," said Inspector Subhash Chand.

Supreme Court Orders Ex-Unitech Promoter's Wife To Give Up Dominican Republic Citizenship

The Supreme Court on Monday directed Preeti Chandra, the wife of former Unitech promoter Sanjay Chandra and an accused in a money laundering case, to renounce her Dominican Republic citizenship and submit her passport before the Caribbean nation's embassy in Delhi.

Additional Solicitor General SV Raju, appearing for the Enforcement Directorate (ED), told a bench comprising Chief Justice DY Chandrachud and Justices PS Narasimha and Manoj Misra that Preeti Chandra has applied for a grant of Indian citizenship.

The court took note of the submissions of the law officer that Ms Chandra's passport issued by the Dominican Republic was with the ED's investigating officer probing the money laundering case.

The bench ordered her to submit her passport at the embassy of the Dominican Republic to renounce her citizenship of the Caribbean nation.

The bench, however, refused to modify one of the bail conditions that she will not leave the national capital region without prior leave of the court.

The counsel for Preeti Chandra said an advertisement has been placed in newspapers about her seeking to give up citizenship of the Dominican Republic.

Earlier, the top court had asked the Centre to apprise it of its stand on the proposed citizenship renouncement. She has sought the restoration of her Indian citizenship.

Her advocate Kapil Sibal had earlier told the court that pursuant to the Delhi High Court order she has decided to give up her citizenship of the Dominican Republic and sought Indian citizenship for her so she doesn't become stateless. The bench had noted she would apply for an Indian citizenship and the application may be processed in accordance with law.

It had extended the time for compliance with the High Court order for surrendering her citizenship.

"Dominican Republic citizenship you (Chandra) have to give up because I am also aware of how much money has gone abroad in the Cayman Islands and other things. Fortunately, because of our orders, all this came to light," Justice Chandrachud observed.

The top court on August 4 refused to interfere with the Delhi High Court order granting bail to Preeti Chandra in the case by disallowing the ED's plea seeking cancellation of relief.

The ED registered a case under various sections of the Prevention of Money Laundering Act (PMLA) against the Unitech Group and its promoters over allegations that the owners Sanjay Chandra and Ajay Chandra illegally diverted over Rs 2,000 crore to Cyprus and the Cayman Islands.

The money laundering case arose from a number of Delhi Police and CBI FIRs filed by the home buyers against the Unitech Group and its promoters. A charge sheet has already been filed before the trial court.

It has been alleged that funds collected from home buyers for housing projects were not utilised for their intended purpose, that the buyers were cheated, and that the accused committed the offence of money laundering.

The allegation against Preeti Chandra, according to the prosecution, is that she received the proceeds of crime totalling Rs 107 crore in her company Prakausli Investments Pvt Ltd, but did not disclose how the money was used.

Indian Forest Service officer Ramesh Pandey just made Sunday evening a little brighter for many social media users as he shared a delightful video of a family of tigers taking a nap. The undated video is now going viral on the internet.

In the video, the family of tigers can be seen napping together. 

"It's sleeping time. Rearing cubs for a mother tigress is tough job. She solely and secretively takes care of cubs and teaches tricks of survival and hunting," Mr Pandey wrote on X, formerly Twitter along with a video.

The video was originally shared by Indian Forest Services officer Susanta Nanda.

The video of the family of tigers has been viewed over 42,000 times since being shared online. It has also collected a number of delighted comments, with one person calling it a "treat of the eyes".

US Security Guard Shot In Head At High-School Football Game: Police

A security guard was shot on Saturday at a high school football game while he was attempting to break up a fight, police said. He was shot in the back of the head.

The unidentified man was shot outside the stadium at Proctor High School in Utica, New York at about 4:10 p.m. on Saturday, September 9, Sgt. Michael Curley, Fox News reported.

A video has surfaced on the internet which shows a group of people fighting on the pavement when two shots rang out. One of the two security guards who were trying to separate the groups dropped to the grounds after being struck by one of the flying bullets.

The security guard was rushed to the hospital, where he remains in critical condition, the New York Post reported.

According to Utica Police Chief Mark Williams, the group was turned away from the varsity game against nearby Binghamton High School by another member of the school's law enforcement just moments before the shooting.

"He suspected that something wasn't right with this group and he refused to lead into the stadium," Mr Williams said.

The police said that a lone gunman was responsible for the violent escalation. The motive of the fight remains unclear.
